| 26 | 26 | that part V of chapter 164 of the general statutes be amended to establish 3 | |
| 27 | 27 | a neutral state panel that is responsible for making decisions concerning 4 | |
| 28 | 28 | special education placements and determinations and to eliminate the 5 | |
| 29 | 29 | requirement that either a parent or guardian or a local or regional board 6 | |
| 30 | 30 | of education satisfy a burden of proof for such placements or 7 | |
