AN ACT CONCERNING THE FULL FUNDING OF SPECIAL EDUCATION AND THE ESTABLISHMENT OF A NEUTRAL STATE PANEL FOR SPECIAL EDUCATION. Be it enacted by the Senate and House of Representatives in General Assembly convened: That section 10-76g of the general statutes be amended to require the 1 state to provide funding for the full cost of special education; and further 2 that part V of chapter 164 of the general statutes be amended to establish 3 a neutral state panel that is responsible for making decisions concerning 4 special education placements and determinations and to eliminate the 5 requirement that either a parent or guardian or a local or regional board 6 of education satisfy a burden of proof for such placements or 7 determinations. 8 Statement of Purpose: To require the state to pay the full cost of special education and to establish a neutral state panel to decide special education placements.
