AN ACT CONCERNING THE RENEWABLE PORTFOLIO STANDARD, 
THE PUBLIC UTILITIES REGULATORY AUTHORITY AND PUBLIC 
UTILITY AFFILIATE ENTITIES AND REQUIRING A STUDY OF THE 
ELECTRIC GRID OF THE STATE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to (1) redefine "class I 1 
renewable energy source" to include any nuclear or hydropower energy 2 
source, (2) increase oversight of the Public Utilities Regulatory 3 
Authority, (3) require an audit of the Combined Public Benefits Charge 4 
and any program supported by such charge, (4) require functional and 5 
operational separation of unregulated or underregulated affiliates of 6 
public utilities, (5) impose revenue transfer caps, (6) require a line-item 7 
audit of large electricity generation facilities, and (7) require a 8 
comprehensive study of the viability of the electric grid in the state. 9  Proposed Bill No.  6290

Statement of Purpose:
