AN ACT ALLOWING FOR THE CREATION OF MUNICIPAL ELECTRIC COMPANIES BY REFERENDA AND ESTABLISHING THE CONNECTICUT PUBLIC TRANSMISSION AUTHORITY AND THE CONNECTICUT PUBLIC POWER CORPORATION. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to (1) allow any political 1 subdivision of the state, including a municipality or regional council of 2 governments, to hold a referendum to establish or join a municipal 3 electric company, (2) establish a quasi-public entity known as the 4 "Connecticut Public Transmission Authority" to acquire existing electric 5 transmission assets from private entities at fair market value and to 6 own, operate and maintain such assets in the state, and (3) establish a 7 nonprofit entity known as the "Connecticut Public Power Corporation" 8 to generate class I renewable energy sources in the state. 9 Statement of Purpose: To (1) allow any political subdivision of the state, including a municipality or regional council of governments, to hold a referendum to establish or join a municipal electric company, (2) establish a quasi- public entity known as the "Connecticut Public Transmission Authority" Proposed Bill No. 6292 LCO No. 3307 2 of 2 to acquire existing electric transmission assets from private entities at fair market value and to own, operate and maintain such assets in the state, and (3) establish a nonprofit entity known as the "Connecticut Public Power Corporation" to generate class I renewable energy sources in the state.
