1818 AN ACT PROHIBITING THE USE OF CERTAIN SOFTWARE TO
1919 ESTABLISH OCCUPANCY LEVELS AND RENTAL RATES FOR THE
2020 PURPOSE OF INCREASING LANDLORD AND PROPERTY MANAGER

2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 That the general statutes be amended to prohibit the use of any 1
2626 software that (1) is developed by a third party for the purpose of 2
2727 providing services to one or more landlords or property managers, (2) 3
2828 uses one or more algorithms to examine sensitive, proprietary or 4
2929 publicly available data regarding the housing market, including, but not 5
3030 limited to, data submitted by one or more landlords or property 6
3131 managers, and (3) makes recommendations to one or more landlords or 7
3232 property managers for the purpose of establishing occupancy levels and 8
3333 rental rates that maximize landlord and property manager profits. 9
3434 Statement of Purpose:
3535 To prohibit the use of certain software that uses one or more algorithms
3636 to examine data for the purpose of increasing landlord and property
3737 manager profits by constraining housing supply and increasing rental
3838 rates.
