AN ACT PROHIBITING THE USE OF CERTAIN SOFTWARE TO ESTABLISH OCCUPANCY LEVELS AND RENTAL RATES FOR THE PURPOSE OF INCREASING LANDLORD AND PROPERTY MANAGER PROFITS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to prohibit the use of any 1 software that (1) is developed by a third party for the purpose of 2 providing services to one or more landlords or property managers, (2) 3 uses one or more algorithms to examine sensitive, proprietary or 4 publicly available data regarding the housing market, including, but not 5 limited to, data submitted by one or more landlords or property 6 managers, and (3) makes recommendations to one or more landlords or 7 property managers for the purpose of establishing occupancy levels and 8 rental rates that maximize landlord and property manager profits. 9 Statement of Purpose: To prohibit the use of certain software that uses one or more algorithms to examine data for the purpose of increasing landlord and property manager profits by constraining housing supply and increasing rental rates.
