| 33 | 33 | consists of a more stringent set of energy-efficiency requirements than 4 | |
| 34 | 34 | those specified in the State Building Code, which may be adopted by a 5 | |
| 35 | 35 | town, city or borough, and (2) in the process of developing such state-6 | |
