12	20		AN ACT CONCERNING ASSISTANCE WITH DENTAL SERVICES FOR
13	21		CERTAIN VETERANS.
14	22		Be it enacted by the Senate and House of Representatives in General
15	23		Assembly convened:

17	25		Section 1. (NEW) (Effective October 1, 2025) (a) As used in this section, 1
18	26		"veteran" has the same meaning as provided in section 27-103 of the 2
19	27		general statutes, and "federally-qualified health center" has the same 3
20	28		meaning as provided in Section 1905(l)(2)(B) of the Social Security Act, 4
21	29		42 USC 1396d(l)(2)(B), as amended from time to time. 5
22	30		(b) On and after January 1, 2026, the Commissioner of Veterans 6
23	31		Affairs shall, within available appropriations, implement and 7
24	32		administer a program to provide assistance vouchers to eligible veterans 8
25	33		for purposes of covering certain costs associated with receiving dental 9
26		-	services at any federally-qualified health center in this state and at The 10
27		-	University of Connecticut School of Dental Medicine and other public 11
28		-	institutions of higher education capable of providing such services. 12
29		-	(c) The commissioner shall adopt regulations in accordance with the 13
30		-	provisions of chapter 54 of the general statutes to carry out the 14
31		-	provisions of subsection (b) of this section, including, but not limited to, 15
32		-	(1) the development of criteria for the determination of a veteran's 16
33		-	eligibility for the program described in said subsection, (2) the 17
34		-	establishment of procedures, and prescription of any necessary forms, 18 Substitute Bill No. 6765

	35	+	any federally-qualified health center in this state. 11
