1220 AN ACT CONCERNING ASSISTANCE WITH DENTAL SERVICES FOR
1321 CERTAIN VETERANS.
1422 Be it enacted by the Senate and House of Representatives in General
1523 Assembly convened:

1725 Section 1. (NEW) (Effective October 1, 2025) (a) As used in this section, 1
1826 "veteran" has the same meaning as provided in section 27-103 of the 2
1927 general statutes, and "federally-qualified health center" has the same 3
2028 meaning as provided in Section 1905(l)(2)(B) of the Social Security Act, 4
2129 42 USC 1396d(l)(2)(B), as amended from time to time. 5
2230 (b) On and after January 1, 2026, the Commissioner of Veterans 6
2331 Affairs shall, within available appropriations, implement and 7
2432 administer a program to provide assistance vouchers to eligible veterans 8
2533 for purposes of covering certain costs associated with receiving dental 9
26-services at any federally-qualified health center in this state and at The 10
27-University of Connecticut School of Dental Medicine and other public 11
28-institutions of higher education capable of providing such services. 12
29-(c) The commissioner shall adopt regulations in accordance with the 13
30-provisions of chapter 54 of the general statutes to carry out the 14
31-provisions of subsection (b) of this section, including, but not limited to, 15
32-(1) the development of criteria for the determination of a veteran's 16
33-eligibility for the program described in said subsection, (2) the 17
34-establishment of procedures, and prescription of any necessary forms, 18 Substitute Bill No. 6765

36+(c) The commissioner shall adopt regulations in accordance with the 12
