General Assembly Substitute Bill No. 6765

AN ACT CONCERNING ASSISTANCE WITH DENTAL SERVICES FOR
CERTAIN VETERANS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (NEW) (Effective October 1, 2025) (a) As used in this section, 1
"veteran" has the same meaning as provided in section 27-103 of the 2
general statutes, and "federally-qualified health center" has the same 3
meaning as provided in Section 1905(l)(2)(B) of the Social Security Act, 4
42 USC 1396d(l)(2)(B), as amended from time to time. 5
(b) On and after January 1, 2026, the Commissioner of Veterans 6
Affairs shall, within available appropriations, implement and 7
administer a program to provide assistance vouchers to eligible veterans 8
for purposes of covering certain costs associated with receiving dental 9
services at any federally-qualified health center in this state and at The 10
University of Connecticut School of Dental Medicine and other public 11
institutions of higher education capable of providing such services. 12
(c) The commissioner shall adopt regulations in accordance with the 13
provisions of chapter 54 of the general statutes to carry out the 14
provisions of subsection (b) of this section, including, but not limited to, 15
(1) the development of criteria for the determination of a veteran's 16
eligibility for the program described in said subsection, (2) the 17
establishment of procedures, and prescription of any necessary forms, 18 Substitute Bill No. 6765

by which a veteran may apply for such program, (3) the types of dental 19
services for which costs may be covered under such program, and (4) 20
the nature and amounts of the costs incurred for such dental services 21
that may be covered under such program. 22
This act shall take effect as follows and shall amend the following
sections:
