1819 AN ACT CONCERNING PATIENT -SPECIFIC EMERGENCY MEDICAL
1920 CARE PROTOCOLS FOR PERSONS WITH A RARE DISEASE OR
2021 SPECIAL HEALTH CARE NEEDS.
2122 Be it enacted by the Senate and House of Representatives in General

2425 Section 1. (NEW) (Effective October 1, 2025) (a) As used in this section: 1
2526 (1) "Advanced practice registered nurse" means an advanced practice 2
2627 registered nurse licensed pursuant to chapter 378 of the general statutes; 3
2728 (2) "Emergency department advanced practice registered nurse" 4
2829 means an advanced practice registered nurse providing health care 5
2930 services in an emergency department; 6
3031 (3) "Emergency department physician" means a physician providing 7
3132 health care services in an emergency department; 8
3233 (4) "Emergency department physician assistant" means a physician 9
3334 assistant providing health care services in an emergency department; 10
3435 (5) "Emergency medical services personnel" has the same meaning as 11

4043 (6) "Physician" means a physician licensed pursuant to chapter 370 of 13
4144 the general statutes; and 14
4245 (7) "Physician assistant" means a physician assistant licensed 15
4346 pursuant to chapter 370 of the general statutes. 16
4447 (b) Each health care provider, including, but not limited to, an 17
4548 emergency department physician, an emergency department physician 18
4649 assistant, an emergency department advanced practice registered nurse 19
4750 and an emergency medical services personnel, who provides emergency 20
4851 medical care to a patient with a rare disease or special health care needs 21
4952 shall adhere to any patient-specific emergency medical care protocol 22
5053 that was developed for the patient by the patient's physician, physician 23
5154 assistant or advanced practice registered nurse and provided to such 24
5255 health care provider by the patient or the patient's parent, guardian, 25
5356 caregiver or legal representative. 26
5457 This act shall take effect as follows and shall amend the following
