AN ACT CONCERNING PATIENT -SPECIFIC EMERGENCY MEDICAL 
CARE PROTOCOLS FOR PERSONS WITH A RARE DISEASE OR 
SPECIAL HEALTH CARE NEEDS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2025) (a) As used in this section: 1 
(1) "Advanced practice registered nurse" means an advanced practice 2 
registered nurse licensed pursuant to chapter 378 of the general statutes; 3 
(2) "Emergency department advanced practice registered nurse" 4 
means an advanced practice registered nurse providing health care 5 
services in an emergency department; 6 
(3) "Emergency department physician" means a physician providing 7 
health care services in an emergency department; 8 
(4) "Emergency department physician assistant" means a physician 9 
assistant providing health care services in an emergency department; 10 
(5) "Emergency medical services personnel" has the same meaning as 11 
provided in section 20-206jj of the general statutes; 12  Raised Bill No. 6920

(6) "Physician" means a physician licensed pursuant to chapter 370 of 13 
the general statutes; and 14 
(7) "Physician assistant" means a physician assistant licensed 15 
pursuant to chapter 370 of the general statutes. 16 
(b) Each health care provider, including, but not limited to, an 17 
emergency department physician, an emergency department physician 18 
assistant, an emergency department advanced practice registered nurse 19 
and an emergency medical services personnel, who provides emergency 20 
medical care to a patient with a rare disease or special health care needs 21 
shall adhere to any patient-specific emergency medical care protocol 22 
that was developed for the patient by the patient's physician, physician 23 
assistant or advanced practice registered nurse and provided to such 24 
health care provider by the patient or the patient's parent, guardian, 25 
caregiver or legal representative. 26 
This act shall take effect as follows and shall amend the following 
sections:
