1819 AN ACT ESTABLISHING A TASK FORCE TO STUDY THE
1920 REGULATION OF CORPORATE HOUSING ACQUISITIONS.
2021 Be it enacted by the Senate and House of Representatives in General

2324 Section 1. (Effective from passage) (a) There is established a task force 1
2425 to study (1) the impact of the acquisition of residential real property by 2
2526 large corporate entities, including, but not limited to, the impact on 3
2627 housing affordability, rental prices and homeownership opportunities 4
2728 in the state, and (2) policies to limit the number of such properties 5
2829 acquired by such entities or otherwise regulate such acquisitions. 6
2930 (b) The task force shall consist of the following members: 7
3031 (1) Two appointed by the speaker of the House of Representatives; 8
3132 (2) Two appointed by the president pro tempore of the Senate; 9
3233 (3) One appointed by the majority leader of the House of 10

3942 (5) One appointed by the minority leader of the House of 13

4245 (7) The Commissioner of Housing, or the commissioner's designee. 16
4346 (c) Any member of the task force appointed under subdivision (1), 17
4447 (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 18
4548 of the General Assembly. 19
4649 (d) All initial appointments to the task force shall be made not later 20
4750 than thirty days after the effective date of this section. Any vacancy shall 21
4851 be filled by the appointing authority. 22
4952 (e) The speaker of the House of Representatives and the president pro 23
5053 tempore of the Senate shall select the chairpersons of the task force from 24
5154 among the members of the task force. Such chairpersons shall schedule 25
5255 the first meeting of the task force, which shall be held not later than sixty 26
5356 days after the effective date of this section. 27
5457 (f) The administrative staff of the joint standing committee of the 28
5558 General Assembly having cognizance of matters relating to housing 29
5659 shall serve as administrative staff of the task force. 30
5760 (g) Not later than January 1, 2026, the task force shall submit a report 31
5861 on its findings and recommendations to the joint standing committee of 32
5962 the General Assembly having cognizance of matters relating to housing 33
6063 and planning and development, in accordance with the provisions of 34
6164 section 11-4a of the general statutes. The task force shall terminate on 35
6265 the date that it submits such report or January 1, 2026, whichever is later. 36
