LCO 4571 1 of 3 General Assembly Raised Bill No. 6962 January Session, 2025 LCO No. 4571 Referred to Committee on PLANNING AND DEVELOPMENT Introduced by: (PD) AN ACT ESTABLISHING A TASK FORCE TO STUDY THE REGULATION OF CORPORATE HOUSING ACQUISITIONS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) There is established a task force 1 to study (1) the impact of the acquisition of residential real property by 2 large corporate entities, including, but not limited to, the impact on 3 housing affordability, rental prices and homeownership opportunities 4 in the state, and (2) policies to limit the number of such properties 5 acquired by such entities or otherwise regulate such acquisitions. 6 (b) The task force shall consist of the following members: 7 (1) Two appointed by the speaker of the House of Representatives; 8 (2) Two appointed by the president pro tempore of the Senate; 9 (3) One appointed by the majority leader of the House of 10 Representatives; 11 (4) One appointed by the majority leader of the Senate; 12 Raised Bill No. 6962 LCO 4571 2 of 3 (5) One appointed by the minority leader of the House of 13 Representatives; 14 (6) One appointed by the minority leader of the Senate; and 15 (7) The Commissioner of Housing, or the commissioner's designee. 16 (c) Any member of the task force appointed under subdivision (1), 17 (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 18 of the General Assembly. 19 (d) All initial appointments to the task force shall be made not later 20 than thirty days after the effective date of this section. Any vacancy shall 21 be filled by the appointing authority. 22 (e) The speaker of the House of Representatives and the president pro 23 tempore of the Senate shall select the chairpersons of the task force from 24 among the members of the task force. Such chairpersons shall schedule 25 the first meeting of the task force, which shall be held not later than sixty 26 days after the effective date of this section. 27 (f) The administrative staff of the joint standing committee of the 28 General Assembly having cognizance of matters relating to housing 29 shall serve as administrative staff of the task force. 30 (g) Not later than January 1, 2026, the task force shall submit a report 31 on its findings and recommendations to the joint standing committee of 32 the General Assembly having cognizance of matters relating to housing 33 and planning and development, in accordance with the provisions of 34 section 11-4a of the general statutes.
