AN ACT AUTHORIZING RESIDENTS LIVING IN A FLOOD ZONE TO LAY UP TO TEN THOUSAND CUBIC YARDS OF LANDSCAPE FILL PER YEAR IN THEIR YARD AND ESTABLISHING A TAX DEDUCTION FOR THE COSTS OF SUCH FILL AND A GRANT PROGRAM FOR ROAD RAISING. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to require (1) the Department 1 of Energy and Environmental Protection to establish a permit that 2 authorizes a resident living in a flood zone to lay up to ten thousand 3 cubic yards of landscaping fill around the foundation of their dwelling 4 per year; (2) the Department of Revenue Services to establish a tax 5 deduction for the cost of such landscaping fill; and (3) the Department 6 of Transportation to establish a grant program for road raising to 7 support climate resiliency whereby grants will be made available to 8 municipalities for climate resiliency projects that also meet the 9 requirements for the Local Capital Improvement Program. 10 Statement of Purpose: To authorize the placement of landscape fill in flood zones and create a tax deduction for such flood prevention measures as well as a grant Proposed Bill No. 58 LCO No. 70 2 of 2 program for road raising municipalities climate resiliency efforts by municipalities.
