21 | 22 | | Be it enacted by the Senate and House of Representatives in General |

22 | 23 | | Assembly convened: |

24 | 25 | | Section 1. (Effective from passage) (a) There is established a task force 1 |
---|
25 | 26 | | to study the role of the standing legislative regulation review committee 2 |
---|
26 | 27 | | in the process for the adoption of agency regulations under chapter 54 3 |
---|
27 | 28 | | of the general statutes and rules adopted by the committee. The task 4 |
---|
28 | 29 | | force shall examine how such process could be improved and make 5 |
---|
29 | 30 | | recommendations for any legislation to effectuate such improvements. 6 |
---|
30 | 31 | | (b) The task force shall consist of the following members: 7 |
---|
31 | 32 | | (1) One appointed by the speaker of the House of Representatives, 8 |
---|
32 | 33 | | who is a professor of administrative law at The University of 9 |
---|
33 | 34 | | Connecticut; 10 |
---|
34 | 35 | | (2) One appointed by the president pro tempore of the Senate; 11 |
---|
41 | 43 | | (4) One appointed by the majority leader of the Senate; 14 |
---|
42 | 44 | | (5) One appointed by the minority leader of the House of 15 |
---|
43 | 45 | | Representatives, who is a professor of administrative law; 16 |
---|
44 | 46 | | (6) One appointed by the minority leader of the Senate; 17 |
---|
45 | 47 | | (7) The Attorney General, or the Attorney General's designee; 18 |
---|
46 | 48 | | (8) The regulation coordinator within the office of the Secretary of the 19 |
---|
47 | 49 | | State, or the coordinator's designee; and 20 |
---|
48 | 50 | | (9) The director of the Legislative Commissioners' Office, or the 21 |
---|
49 | 51 | | director's designee. 22 |

50 | 52 | | (c) Any member of the task force appointed under subdivision (2), 23 |
---|
51 | 53 | | (3), (4) or (6) of subsection (b) of this section may be a member of the 24 |
---|
52 | 54 | | General Assembly. 25 |

53 | 55 | | (d) All initial appointments to the task force shall be made not later 26 |
---|
54 | 56 | | than thirty days after the effective date of this section. Any vacancy shall 27 |
---|
55 | 57 | | be filled by the appointing authority. 28 |

56 | 58 | | (e) The speaker of the House of Representatives and the president pro 29 |
---|
57 | 59 | | tempore of the Senate shall select the chairpersons of the task force from 30 |
---|
58 | 60 | | among the members of the task force. Such chairpersons shall schedule 31 |
---|
59 | 61 | | the first meeting of the task force, which shall be held not later than sixty 32 |
---|
60 | 62 | | days after the effective date of this section. 33 |
---|
61 | 63 | | (f) The administrative staff of the standing legislative regulation 34 |
---|
62 | 64 | | review committee shall serve as the administrative staff of the task force. 35 |
---|
63 | 65 | | (g) Not later than January 1, 2026, the task force shall submit a report 36 |
---|
64 | 66 | | on its findings and recommendations to the joint standing committee of 37 |
---|
65 | 67 | | the General Assembly having cognizance of matters relating to 38 |
---|
66 | 68 | | government administration, in accordance with the provisions of 39 |
