AN ACT ESTABLISHING A TASK FORCE CONCERNING THE 
REGULATION ADOPTION PROCESS.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a task force 1 
to study the role of the standing legislative regulation review committee 2 
in the process for the adoption of agency regulations under chapter 54 3 
of the general statutes and rules adopted by the committee. The task 4 
force shall examine how such process could be improved and make 5 
recommendations for any legislation to effectuate such improvements. 6 
(b) The task force shall consist of the following members: 7 
(1) One appointed by the speaker of the House of Representatives, 8 
who is a professor of administrative law at The University of 9 
Connecticut; 10 
(2) One appointed by the president pro tempore of the Senate; 11 
(3) One appointed by the majority leader of the House of 12  Committee Bill No. 132

Representatives; 13 
(4) One appointed by the majority leader of the Senate; 14 
(5) One appointed by the minority leader of the House of 15 
Representatives, who is a professor of administrative law; 16 
(6) One appointed by the minority leader of the Senate; 17 
(7) The Attorney General, or the Attorney General's designee; 18 
(8) The regulation coordinator within the office of the Secretary of the 19 
State, or the coordinator's designee; and 20 
(9) The director of the Legislative Commissioners' Office, or the 21 
director's designee. 22 
(c) Any member of the task force appointed under subdivision (2), 23 
(3), (4) or (6) of subsection (b) of this section may be a member of the 24 
General Assembly. 25 
(d) All initial appointments to the task force shall be made not later 26 
than thirty days after the effective date of this section. Any vacancy shall 27 
be filled by the appointing authority. 28 
(e) The speaker of the House of Representatives and the president pro 29 
tempore of the Senate shall select the chairpersons of the task force from 30 
among the members of the task force. Such chairpersons shall schedule 31 
the first meeting of the task force, which shall be held not later than sixty 32 
days after the effective date of this section. 33 
(f) The administrative staff of the standing legislative regulation 34 
review committee shall serve as the administrative staff of the task force. 35 
(g) Not later than January 1, 2026, the task force shall submit a report 36 
on its findings and recommendations to the joint standing committee of 37 
the General Assembly having cognizance of matters relating to 38 
government administration, in accordance with the provisions of 39 
section 11-4a of the general statutes. The task force shall terminate on 40  Committee Bill No. 132

the date that it submits such report or January 1, 2026, whichever is later. 41 
This act shall take effect as follows and shall amend the following 
sections:
