2019 AN ACT CONCERNING A STUDY OF PROHIBITING NONPROFIT
2120 ORGANIZATIONS THAT RECEIVE STATE FUNDING FROM
2221 ENGAGING IN CERTAIN POLITICAL OR PARTISAN ACTIVITIES.
2322 Be it enacted by the Senate and House of Representatives in General

26-Section 1. (Effective from passage) (a) There is established a working 1
27-group to study and develop (1) effective methods for prohibiting 2
28-nonprofit organizations that receive state funding, either directly or 3
29-indirectly, from aiding or promoting the success or defeat of any 4
30-candidate, political party or political ideology, or engaging in partisan 5
31-campaign activities, (2) potential repercussions for violations of such a 6
32-prohibition, including, but not limited to, criminal liability or the 7
33-reduction or elimination of state funding, and (3) an appropriate process 8
34-for reviewing claims of such activity, including, but not limited to, the 9
35-feasibility of requiring nonprofit organizations to demonstrate that no 10
36-state funds were used for purposes of engaging in such activity. 11
37-(b) The working group shall consist of (1) the chairpersons of the joint 12
38-standing committee of the General Assembly having cognizance of 13
39-matters relating to elections, who shall serve as chairpersons of the 14
40-Committee Bill No. 135

45-working group, (2) the ranking members of such committee, and (3) any 15
46-individuals who such chairpersons and ranking members believe are 16
47-relevant or necessary to accomplish the purposes of this section. 17
48-(c) The chairpersons shall schedule the first meeting of the working 18
49-group, which shall be held not later than sixty days after the effective 19
50-date of this section. 20
51-(d) The administrative staff of the joint standing committee of the 21
52-General Assembly having cognizance of matters relating to elections 22
53-shall serve as the administrative staff of the working group. 23
54-(e) Not later than January 1, 2026, the working group shall submit a 24
55-report on its findings and recommendations to the joint standing 25
56-committee of the General Assembly having cognizance of matters 26
57-relating to elections, in accordance with the provisions of section 11-4a 27
58-of the general statutes. The working group shall terminate on the date 28
59-that it submits such report or January 1, 2026, whichever is later. 29
60-This act shall take effect as follows and shall amend the following
