LCO No. 5997 1 of 2 General Assembly Committee Bill No. 135 January Session, 2025 LCO No. 5997 Referred to Committee on GOVERNMENT ADMINISTRATION AND ELECTIONS Introduced by: (GAE) AN ACT CONCERNING A STUDY OF PROHIBITING NONPROFIT ORGANIZATIONS THAT RECEIVE STATE FUNDING FROM ENGAGING IN CERTAIN POLITICAL OR PARTISAN ACTIVITIES. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) There is established a working 1 group to study and develop (1) effective methods for prohibiting 2 nonprofit organizations that receive state funding, either directly or 3 indirectly, from aiding or promoting the success or defeat of any 4 candidate, political party or political ideology, or engaging in partisan 5 campaign activities, (2) potential repercussions for violations of such a 6 prohibition, including, but not limited to, criminal liability or the 7 reduction or elimination of state funding, and (3) an appropriate process 8 for reviewing claims of such activity, including, but not limited to, the 9 feasibility of requiring nonprofit organizations to demonstrate that no 10 state funds were used for purposes of engaging in such activity. 11 (b) The working group shall consist of (1) the chairpersons of the joint 12 standing committee of the General Assembly having cognizance of 13 matters relating to elections, who shall serve as chairpersons of the 14 Committee Bill No. 135 LCO No. 5997 2 of 2 working group, (2) the ranking members of such committee, and (3) any 15 individuals who such chairpersons and ranking members believe are 16 relevant or necessary to accomplish the purposes of this section. 17 (c) The chairpersons shall schedule the first meeting of the working 18 group, which shall be held not later than sixty days after the effective 19 date of this section. 20 (d) The administrative staff of the joint standing committee of the 21 General Assembly having cognizance of matters relating to elections 22 shall serve as the administrative staff of the working group. 23 (e) Not later than January 1, 2026, the working group shall submit a 24 report on its findings and recommendations to the joint standing 25 committee of the General Assembly having cognizance of matters 26 relating to elections, in accordance with the provisions of section 11-4a 27 of the general statutes. The working group shall terminate on the date 28 that it submits such report or January 1, 2026, whichever is later. 29 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Purpose: To establish a working group to study how to keep biased, partisan politics out of the nonprofit sector.
