AN ACT REQUIRING A STUDY OF BACKGROUND CHECK ERRORS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the Special Licensing and Firearms Unit of the Department of 1 Emergency Services and Public Protection be required to study errors 2 made while conducting background checks, including checks that failed 3 to identify a disqualifying conviction due to record lapses or other 4 system inconsistencies, and submit a report of the results of such study 5 to the joint standing committee of the General Assembly having 6 cognizance of matters relating to public safety by October 1, 2025. 7 Statement of Purpose: To require the Special Licensing and Firearms Unit of the Department of Emergency Services and Public Protection to study and report on errors in the background check process and prevent issuing firearms permits in the future to individuals who have a conviction that disqualifies such person from holding such permit.
