AN ACT CONCERNING THE REVIEW OF POWER PURCHASE 
AGREEMENTS WITH NUCLEAR POWER GENERATING FACILITIES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to allow the Commissioner of 1 
Energy and Environmental Protection to (1) review the terms of any 2 
power purchase agreement entered into or approved by the 3 
commissioner and a nuclear power generating facility on or before July 4 
1, 2024, (2) require the disclosure of any contracts or other financial 5 
arrangements entered into by a nuclear power generating facility 6 
incidental to such power purchase agreement, and (3) withdraw from, 7 
or withdraw approval for, any such agreement if the commissioner 8 
determines that a disproportionate amount of funds paid to a nuclear 9 
power generating facility pursuant to such agreement are being used for 10 
capital projects or other expenses outside the state or if such withdrawal 11 
is in the best interest of residents of the state. 12 
Statement of Purpose:
