2020 AN ACT REQUIRING HEALTH INSURERS TO ALLOW A COVERED

2525 Be it enacted by the Senate and House of Representatives in General
2626 Assembly convened:

2828 That chapter 700c of the general statutes be amended to require 1
2929 health insurers, in the event of a dispute between a health care provider 2
3030 or system and a health insurer that results in the health insurer 3
3131 designating the provider or system out-of-network, to (1) allow covered 4
3232 persons affected by such out-of-network designation to terminate 5
3333 coverage with the health insurer and procure coverage with another 6
3434 health insurer without incurring penalties, fees, increased costs or 7
3535 coverage gaps, and (2) provide support to such covered persons during 8
3636 their transition to another health insurer to minimize disruptions in 9

4343 To promote patient choice and continuity of care in the event of health
