1918 AN ACT REQUIRING GROCERY STORES TO AUTOMATICALLY
20-APPLY DIGITAL COUPONS FOR CONSUMERS.
19+APPLY DIGITAL COUPONS FOR CERTAIN CONSUMERS.
2120 Be it enacted by the Senate and House of Representatives in General

24-Section 1. (NEW) (Effective October 1, 2025) (a) As used in this section: 1
25-(1) "Consumer" means any individual in this state who is a 2
26-prospective purchaser of consumer goods; 3
27-(2) "Consumer good" has the same meaning as provided in section 4
28-42-158ff of the general statutes; 5
29-(3) "Digital coupon" means any coupon, including, but not limited to, 6
30-any coupon offered as part of any loyalty or rewards program, that is 7
31-(A) in an electronic format, and (B) offered by a grocery store through 8
32-an Internet web site or mobile device application; 9
33-(4) "Grocery store" has the same meaning as provided in section 30-10
34-20 of the general statutes; and 11
35-(5) "Loyalty or rewards program" means any agreement, contract, 12
36-program or system that is offered by a grocery store and provides 13

42-benefits to returning customers. 14
43-(b) Any grocery store doing business in this state that offers one or 15
44-more digital coupons for any consumer good shall automatically apply, 16
45-at the point of sale, all digital coupons such grocery store offers for such 17
46-consumer good for the consumer purchasing such consumer good. 18
47-(c) The Commissioner of Consumer Protection may adopt 19
48-regulations, in accordance with the provisions of chapter 54 of the 20
49-general statutes, to implement the provisions of this section. 21
50-(d) Any grocery store that fails to automatically apply all digital 22
51-coupons such grocery store offers for a consumer good in accordance 23
52-with the provisions of subsection (b) of this section shall be fined not 24
53-more than one thousand dollars per violation. 25
54-This act shall take effect as follows and shall amend the following
55-sections:
