LCO No. 4602 1 of 2 General Assembly Committee Bill No. 513 January Session, 2025 LCO No. 4602 Referred to Committee on GENERAL LAW Introduced by: (GL) AN ACT REQUIRING GROCERY STORES TO AUTOMATICALLY APPLY DIGITAL COUPONS FOR CONSUMERS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective October 1, 2025) (a) As used in this section: 1 (1) "Consumer" means any individual in this state who is a 2 prospective purchaser of consumer goods; 3 (2) "Consumer good" has the same meaning as provided in section 4 42-158ff of the general statutes; 5 (3) "Digital coupon" means any coupon, including, but not limited to, 6 any coupon offered as part of any loyalty or rewards program, that is 7 (A) in an electronic format, and (B) offered by a grocery store through 8 an Internet web site or mobile device application; 9 (4) "Grocery store" has the same meaning as provided in section 30-10 20 of the general statutes; and 11 (5) "Loyalty or rewards program" means any agreement, contract, 12 program or system that is offered by a grocery store and provides 13 Committee Bill No. 513 LCO No. 4602 2 of 2 benefits to returning customers. 14 (b) Any grocery store doing business in this state that offers one or 15 more digital coupons for any consumer good shall automatically apply, 16 at the point of sale, all digital coupons such grocery store offers for such 17 consumer good for the consumer purchasing such consumer good. 18 (c) The Commissioner of Consumer Protection may adopt 19 regulations, in accordance with the provisions of chapter 54 of the 20 general statutes, to implement the provisions of this section. 21 (d) Any grocery store that fails to automatically apply all digital 22 coupons such grocery store offers for a consumer good in accordance 23 with the provisions of subsection (b) of this section shall be fined not 24 more than one thousand dollars per violation. 25 This act shall take effect as follows and shall amend the following sections: Section 1 October 1, 2025 New section Statement of Purpose: To require grocery stores to automatically apply digital coupons for consumers.
