| 28 | 28 | before implementing any significant employment change affecting 5 | |
| 29 | 29 | physician groups of more than seven members, (2) prohibiting health 6 | |
| 30 | 30 | care employers from terminating physicians except for just cause, (3) 7 | |
| 31 | 31 | requiring health care employers seeking to make significant 8 | |
| 32 | 32 | employment changes to submit such changes to the Commissioner of 9 | |
