AN ACT CONCERNING EMPLOYMENT PROTECTIONS FOR 
PHYSICIANS AND PROCESSES FOR HEALTH CARE EMPLOYMENT 
TRANSITIONS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to enhance employment 1 
protections for physicians and fair processes in health care employment 2 
transitions, including, but not limited to (1) requiring health care 3 
employers to provide not less than one hundred eighty days' notice 4 
before implementing any significant employment change affecting 5 
physician groups of more than seven members, (2) prohibiting health 6 
care employers from terminating physicians except for just cause, (3) 7 
requiring health care employers seeking to make significant 8 
employment changes to submit such changes to the Commissioner of 9 
Health Strategy for review and approval, (4) prohibiting health care 10 
employers from requiring physicians to join external groups without 11 
consent, and (5) establishing a regulatory framework through which 12 
employment changes affecting large physician groups are reviewed and 13

processes for health care employment transitions.
