LCO No. 211 1 of 2 General Assembly Proposed Bill No. 607 January Session, 2025 LCO No. 211 Referred to Committee on GOVERNMENT ADMINISTRATION AND ELECTIONS Introduced by: SEN. CICARELLA, 34th Dist. AN ACT INCREASING LEGISLATIVE OVERSIGHT OVER THE STATE CONTRACTING STANDARDS BOARD. Be it enacted by the Senate and House of Representatives in General Assembly convened: That section 4e-2 of the general statutes be amended to (1) require the 1 Governor to appoint a chairperson of the State Contracting Standards 2 Board not later than thirty days after the occurrence of a vacancy; (2) 3 provide that the most senior member of the board become the acting 4 interim chairperson if no appointment is made within such period; (3) 5 require legislative confirmation of the chairperson under section 4-7 of 6 the general statutes; (4) require an investigation team of three members 7 be created under the direction of the Chief Procurement Officer with 8 access to all state agency contracting and procurement records; and (5) 9 decrease the membership of the board from fourteen to eleven 10 members, with one member each appointed by the president pro 11 tempore of the Senate and speaker of the House of Representatives, two 12 members each appointed by the majority and minority leaders of the 13 House, two members each appointed by the majority and minority 14 leaders of the Senate and the chairperson, appointed by the Governor. 15 Proposed Bill No. 607 LCO No. 211 2 of 2 Statement of Purpose: To increase legislative oversight over the State Contracting Standards Board to ensure efficiency and compliance in state procurement and contracting practices.
