2121 AN ACT REQUIRING TELECOMMUNICATIONS COMPANIES AND
2222 STREAMING SERVICE PROVIDERS TO PROVIDE PRO RATA
2323 REBATES AND MAKE FEE DISCLOSURES AND PROHIBITING
2424 CERTAIN NONCONTRACTUAL CANCELLATION FEES.
2525 Be it enacted by the Senate and House of Representatives in General
2626 Assembly convened:

2828 That the general statutes be amended to provide that a 1
2929 telecommunications company or streaming service provider doing 2
3030 business in this state shall (1) provide to a consumer who cancels a 3
3131 monthly subscription a pro rata rebate for all days following the date on 4
3232 which the consumer requests to cancel such subscription, (2) provide at 5
3333 least ninety days' advance notice to a consumer disclosing any planned 6
3434 pricing or fee change, unless such change is required due to a state or 7
3535 federally mandated charge, and (3) not impose any cancellation fee on a 8
3636 consumer unless such cancellation fee is imposed pursuant to a contract 9
3737 between the telecommunications company or streaming service 10

4343 Statement of Purpose:
4444 To (1) require telecommunications companies and streaming service
4545 providers to provide (A) pro rata rebates for cancelled monthly
4646 subscriptions, and (B) advance notice disclosing certain pricing or fee
4747 changes, and (2) prohibit certain noncontractual cancellation fees.
