AN ACT REQUIRING TELECOMMUNICATIONS COMPANIES AND STREAMING SERVICE PROVIDERS TO PROVIDE PRO RATA REBATES AND MAKE FEE DISCLOSURES AND PROHIBITING CERTAIN NONCONTRACTUAL CANCELLATION FEES. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to provide that a 1 telecommunications company or streaming service provider doing 2 business in this state shall (1) provide to a consumer who cancels a 3 monthly subscription a pro rata rebate for all days following the date on 4 which the consumer requests to cancel such subscription, (2) provide at 5 least ninety days' advance notice to a consumer disclosing any planned 6 pricing or fee change, unless such change is required due to a state or 7 federally mandated charge, and (3) not impose any cancellation fee on a 8 consumer unless such cancellation fee is imposed pursuant to a contract 9 between the telecommunications company or streaming service 10 provider and the consumer. 11 Proposed Bill No. 609 LCO No. 1552 2 of 2 Statement of Purpose: To (1) require telecommunications companies and streaming service providers to provide (A) pro rata rebates for cancelled monthly subscriptions, and (B) advance notice disclosing certain pricing or fee changes, and (2) prohibit certain noncontractual cancellation fees.
