2828 AN ACT CONCERNING VARIOUS REVISIONS TO STATE AGENCY
2929 ORGANIZATION, HIRING AND AUDIT PROCEDURES TO INCREASE
3030 GOVERNMENT EFFICIENCY.
3131 Be it enacted by the Senate and House of Representatives in General
3232 Assembly convened:

3434 That the general statutes be amended to (1) reestablish the Legislative 1
3535 Program Review and Investigations Committee; (2) impose 2
3636 consequences for state agencies that do not submit mandated reports; 3
3737 (3) reestablish the Commission on Enhancing Agency Outcomes; (4) 4
3838 require state agencies to provide detailed information on vacancies that 5
3939 have existed for eight months or more to the joint standing committee 6
4040 of the General Assembly having cognizance of matters relating to 7
4141 appropriations and the budgets of state agencies; (5) require each state 8
4242 agency to provide an organizational chart of such agency to the joint 9
4343 standing committees of the General Assembly having cognizance of 10
4444 matters relating to appropriations and the budgets of state agencies and 11 Proposed Bill No. 746

4949 government administration; (6) require agencies to submit reports 12
5050 concerning staff levels and hiring; (7) transfer responsibility for state 13
5151 hiring from the Department of Administrative Services to the individual 14
5252 agencies; (8) require public hearings be held on all audit reports; and (9) 15
5353 increase criminal penalties for ethical violations of state employees and 16
5454 public agency officials. 17
5555 Statement of Purpose:
5656 To improve state government efficiency and oversight by reestablishing
5757 the Legislative Program Review and Investigations Committee and
5858 Commission on Enhancing Agency Outcomes, making various
5959 revisions to provisions concerning state agency organization, hiring and
6060 audits and increasing criminal penalties for certain ethical violations.
