AN ACT CONCERNING VARIOUS REVISIONS TO STATE AGENCY
ORGANIZATION, HIRING AND AUDIT PROCEDURES TO INCREASE
GOVERNMENT EFFICIENCY.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That the general statutes be amended to (1) reestablish the Legislative 1
Program Review and Investigations Committee; (2) impose 2
consequences for state agencies that do not submit mandated reports; 3
(3) reestablish the Commission on Enhancing Agency Outcomes; (4) 4
require state agencies to provide detailed information on vacancies that 5
have existed for eight months or more to the joint standing committee 6
of the General Assembly having cognizance of matters relating to 7
appropriations and the budgets of state agencies; (5) require each state 8
agency to provide an organizational chart of such agency to the joint 9
standing committees of the General Assembly having cognizance of 10
matters relating to appropriations and the budgets of state agencies and 11 Proposed Bill No. 746

government administration; (6) require agencies to submit reports 12
concerning staff levels and hiring; (7) transfer responsibility for state 13
hiring from the Department of Administrative Services to the individual 14
agencies; (8) require public hearings be held on all audit reports; and (9) 15
increase criminal penalties for ethical violations of state employees and 16
public agency officials. 17
Statement of Purpose:
To improve state government efficiency and oversight by reestablishing
the Legislative Program Review and Investigations Committee and
Commission on Enhancing Agency Outcomes, making various
revisions to provisions concerning state agency organization, hiring and
audits and increasing criminal penalties for certain ethical violations.
