AN ACT CONCERNING OVERSIGHT AND TRANSPARENCY IN THE 
PRESCRIPTION OF PSYCHOTROPIC DRUGS TO CHILDREN 
RECEIVING BENEFITS UNDER MEDICAID. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to (1) require a health care 1 
provider who is prescribing a psychotropic drug to a child receiving 2 
services under Medicaid to (A) provide the parent or guardian of such 3 
child with medication guides prepared by the federal Food and Drug 4 
Administration concerning such drug, and (B) educate the parent or 5 
guardian of such child regarding the risks and benefits of such drugs 6 
and inform such parent or guardian of any nondrug alternatives, (2) 7 
establish a robust, user-friendly system through which the parent, 8 
guardian or health care provider of a child taking a psychotropic drug 9 
can report any side effects of such drug that the child may be 10 
experiencing, and (3) require the implementation of regulatory 11 
measures and accountability standards for the Departments of Social 12 
Services and Public Health to ensure safe prescription practices with 13 
regard to children receiving services under the Medicaid program.  14  Proposed Bill No.  772

To safeguard the health and well-being of Connecticut's children while 
fostering transparency and accountability in the Medicaid program.
