AN ACT REQUIRING THE DEPARTMENT OF EDUCATION TO BE 
RESPONSIBLE FOR COMPILING A LIST OF READING 
ASSESSMENTS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That section 10-14t of the general statutes be amended to replace the 1 
Center for Literacy Research and Reading Success with the Department 2 
of Education regarding the responsibility of compiling a list of reading 3 
assessments that shall be used by local and regional boards of education 4 
for the school year commencing July 1, 2025, and each school year 5 
thereafter, to identify students in kindergarten to grade three, inclusive, 6 
who are below proficiency in reading, provided any such reading 7 
assessments include frequent screening and progress monitoring of 8 
students. 9 
Statement of Purpose:   
To replace the Center for Literacy Research and Reading Success with 
the Department of Education in compiling a list of reading assessments 
for boards of education to identify students in kindergarten to grade 
three, inclusive, who are below proficiency in reading, provided any  Proposed Bill No.  874
