| 27 | 27 | That the State Bond Commission be empowered to authorize the 1 | |
| 28 | 28 | issuance of bonds of the state in accordance with section 3-20 of the 2 | |
| 29 | 29 | general statutes, in principal amounts not exceeding in the aggregate 3 | |
| 30 | 30 | two million dollars, the proceeds of which shall be used by the 4 | |
| 31 | 31 | Department of Energy and Environmental Protection for the purpose of 5 | |
| 32 | 32 | providing a grant-in-aid to the town of Franklin for the implementation 6 | |
| 33 | 33 | and construction of a sewer and water line in such town with a 7 | |
