| 30 | 30 | improvements to state-owned soft-surface trails, including, but not 4 | |
| 31 | 31 | limited to, repairs, upgrades and enhancements necessary to bring the 5 | |
| 32 | 32 | trails up to standard for public use. Additionally, that the sum of three 6 | |
