AN ACT PROHIBITING A LANDLORD FROM RETALIATING AGAINST 
A TENANT WHO PREVAILS IN A FAIR RENT COMMISSION 
PROCEEDING. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 7-148d of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective July 1, 2025): 2 
(a) If a commission determines, after a hearing, that the rental charge 3 
or proposed increase in the rental charge for any housing 4 
accommodation is so excessive, based on the standards and criteria set 5 
forth in section 7-148c, as to be harsh and unconscionable, it may order 6 
that the rent be limited to such an amount as it determines to be fair and 7 
equitable. If a commission determines, after a hearing, that the housing 8 
accommodation in question fails to comply with any municipal 9 
ordinance or state statute or regulation relating to health and safety, it 10 
may order the suspension of further payment of rent by the tenant until 11 
such time as the landlord makes the necessary changes, repairs or 12 
installations so as to bring such housing accommodation into 13 
compliance with such ordinance, statute or regulation. The rent during 14

said period shall be paid to the commission to be held in escrow subject 15 
to ordinances or provisions adopted by the town, city or borough. 16 
(b) If the commission determines, after a hearing, that a landlord has 17 
retaliated in any manner against a tenant because the tenant has (1) 18 
complained to the commission, or (2) prevailed in a proceeding before 19 
the commission and such retaliation occurs not later than six months 20 
after the tenant prevails in such proceeding, the commission may order 21 
the landlord to cease and desist from such conduct. 22 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To prohibit a landlord from retaliating against a tenant who prevails in 
a fair rent commission proceeding.
