1919 AN ACT CONCERNING HOMEMAKER -COMPANION AGENCIES.

2323 Section 1. (NEW) (Effective from passage) (a) Not later than December 1
2424 31, 2025, the Commissioner of Consumer Protection, in consultation 2
2525 with the Commissioners of Public Health, Social Services, 3
2626 Developmental Services and Mental Health and Addiction Services, 4
2727 shall develop a list of approved homemaker-companion agency 5
2828 employee training programs appropriate for use by homemaker-6
2929 companion agencies when providing mandatory employee training 7
3030 pursuant to the provisions of subsections (b) and (c) of this section. The 8
3131 list of approved homemaker-companion agency employee training 9
3232 programs shall be limited to programs concerning (1) cardiopulmonary 10
3333 resuscitation and first aid, (2) communication, (3) maintenance of a clean 11
3434 and safe environment, including, but not limited to, best practices 12
3535 relating to dressing, bathing and toileting assistance, (4) identification 13
3636 and reporting of abuse and neglect, (5) identification and reporting of 14
3737 changes in a homemaker-companion agency client's condition and 15
3838 service needs, (6) differentiation between medical and nonmedical care, 16
3939 and (7) providing nonmedical services to a person with Alzheimer's 17

4646 disease or dementia. 18
4747 (b) (1) Each homemaker-companion agency, as defined in section 20-19
4848 670 of the general statutes, shall provide not less than ten paid hours of 20
4949 initial training to each new employee not later than ninety days after a 21
5050 new employee's start of employment. Such initial training shall include, 22
5151 but need not be limited to, programs relating to the topics described in 23
5252 subdivisions (1), (3), (4) and (5) of subsection (a) of this section and, if 24
5353 the new employee will provide services to persons with Alzheimer's 25
5454 disease or dementia, subdivision (7) of subsection (a) of this section. 26
5555 (2) Notwithstanding the provisions of subdivision (1) of this 27
5656 subsection, a homemaker-companion agency shall not require a new 28
5757 employee who (A) is currently certified in cardiopulmonary 29
5858 resuscitation, (B) has completed a course in first aid, and (C) submits 30
5959 proof of such certification and completion to complete initial training 31
6060 relating to cardiopulmonary resuscitation and first aid. 32
6161 (c) On and after January 1, 2026, each homemaker-companion agency 33
6262 shall provide annually not less than ten paid hours of continuing 34
6363 education to each employee. Such continuing education shall be 35
6464 comprised of programs on the list of approved homemaker-companion 36
6565 agency employee training programs developed pursuant to subsection 37
6666 (a) of this section. Each homemaker-companion agency shall ensure that 38
6767 each employee completes every program on such list at least once every 39
6868 two calendar years. 40
6969 (d) Upon completion of any employee training conducted pursuant 41
7070 to subsections (b) and (c) of this section, each homemaker-companion 42
7171 agency and employee shall complete a form, in a form and manner 43
7272 prescribed by the Commissioner of Consumer Protection, attesting that 44
7373 the employee completed such training. Such form shall include the 45
7474 names of the homemaker-companion agency and employee, the 46
7575 training programs completed by the employee and the signatures of a 47
7676 representative of the homemaker-companion agency and the employee. 48

8383 (e) Not later than January 1, 2026, and annually thereafter, each 49
8484 homemaker-companion agency shall (1) submit to the Department of 50
8585 Consumer Protection, in a form and manner prescribed by the 51
8686 commissioner, an attestation in which such homemaker-companion 52
8787 agency agrees to adhere to the training requirements described in this 53
8888 section, (2) maintain a list of training programs used by such 54
8989 homemaker-companion agency, including content summaries of such 55
9090 programs, and (3) maintain a paper or electronic copy of all forms 56
9191 relating to current employees submitted pursuant to subsection (d) of 57
9292 this section. 58
9393 Sec. 2. Subsection (b) of section 20-672 of the general statutes is 59
9494 repealed and the following is substituted in lieu thereof (Effective July 1, 60
9595 2025): 61
9696 (b) Each application for a certificate of registration as a homemaker-62
9797 companion agency shall be accompanied by a fee of [three hundred 63
9898 seventy-five] four hundred fifty dollars. 64
