1219 AN ACT CONCERNING PUBLIC SCHOOL SECURITY PERSONNEL
1320 TRAINING.
1421 Be it enacted by the Senate and House of Representatives in General
1522 Assembly convened:

1724 Section 1. Section 7-294x of the general statutes is repealed and the 1
1825 following is substituted in lieu thereof (Effective October 1, 2025): 2
1926 The Police Officer Standards and Training Council established under 3
20-section 7-294b or an instructor approved by the council and selected by 4
21-a local or regional board of education shall provide training to armed 5
22-and unarmed security personnel employed in the public schools by a 6
23-local or regional board of education. Such training may be provided at 7
24-the Connecticut Police Academy or, if provided by such approved 8
25-instructor, any other location selected by the local or regional board of 9
27+section 7-294b or an instructor approved by the council and elected by a 4
28+local or regional board of education shall provide training to armed and 5
29+unarmed security personnel employed in the public schools by a local 6
30+or regional board of education. Such training may be provided at the 7
31+Connecticut Police Academy or, if provided by such approved 8
32+instructor, any other location elected by the local or regional board of 9
2633 education. Such training for armed security personnel shall include, but 10
2734 need not be limited to, (1) use of force, (2) recognition of armed persons, 11
2835 (3) security, including, but not limited to, perimeter strengths and 12
2936 vulnerabilities, (4) stopping blood loss, (5) active assailant response, (6) 13
3037 safe firearm handling, (7) retention of firearms and other weapons, (8) 14
31-qualified immunity, (9) lawful firearm storage, and (10) techniques and 15
32-strategies for interacting with, and handling incidents that involve, 16
33-persons with physical or mental disabilities or special needs, including, 17
34-but not limited to, deescalation techniques. Such training for unarmed 18
35-security personnel shall include drug detection and gang identification. 19 Substitute Bill No. 1374
