1819 AN ACT AUTHORIZING CERTAIN ORDINANCES CONCERNING
1920 STREET TAKEOVERS.
2021 Be it enacted by the Senate and House of Representatives in General

2324 Section 1. (NEW) (Effective October 1, 2025) (a) For purposes of this 1
2425 section, "street takeover" has the same meaning as provided in section 2
2526 14-224 of the general statutes, and "motor vehicle" has the same meaning 3
2627 as provided in section 14-1 of the general statutes. 4
2728 (b) Any municipality may, by ordinance, prohibit a person from 5
2829 organizing, participating in or gathering with intent to observe and 6
2930 actually observing a street takeover. Such ordinance may provide for 7
3031 the seizure and forfeiture to the municipality of any motor vehicle 8
3132 involved in a street takeover for a violation of such ordinance, subject to 9
3233 any bona fide lien, lease or security interest in the motor vehicle. 10
3334 (c) No motor vehicle shall be forfeited under an ordinance adopted 11
3435 pursuant to this section to the extent of the interest of an owner or 12
3536 lienholder by reason of any act or omission committed by another 13
3637 person if such owner or lienholder did not know and could not have 14

4245 intended to be used in violation of a municipal ordinance. 16
4346 (d) Any motor vehicle ordered forfeited pursuant to such an 17
4447 ordinance shall be sold at public auction conducted by the municipality. 18
4548 The proceeds of such sale shall be paid to the treasurer of the 19
4649 municipality, who shall deposit such proceeds into the general fund of 20
4750 the municipality or in any special fund designated by the municipality 21
4851 and use such proceeds to support the municipality's police department 22
4952 or the resident state trooper serving such municipality. 23
