1819 AN ACT CONCERNING AUTHORIZATION OF STATE GRANT
1920 COMMITMENTS FOR SCHOOL BUILDING PROJECTS AND
2021 REVISIONS TO THE SCHOOL BUILDING PROJECTS STATUTES.
2122 Be it enacted by the Senate and House of Representatives in General
2223 Assembly convened:

2425 Section 1. (Effective from passage) The Commissioner of Administrative 1
2526 Services, having reviewed applications for state grants for public school 2
2627 building projects in accordance with section 10-283 of the general 3
2728 statutes on the basis of priorities for such projects and standards for 4
2829 school construction established by the State Board of Education, and 5
2930 having prepared a listing of all such eligible projects ranked in order of 6
3031 priority, as determined by said commissioner together with the amount 7
3132 of the estimated grant with respect to each eligible project, and having 8
3233 submitted such listing of eligible projects, prior to December 15, 2024, to 9
3334 a committee of the General Assembly established under section 10-283a 10
3435 of the general statutes for the purpose of reviewing such listing, is 11
3536 hereby authorized to enter into grant commitments on behalf of the state 12
3637 in accordance with said section 10-283a with respect to the priority 13
3738 listing of such projects and in such estimated amounts as approved by 14

97102 Sec. 2. Subsection (e) of section 10-285a of the general statutes is 18
98103 repealed and the following is substituted in lieu thereof (Effective July 1, 19

100105 (e) (1) If an elementary school building project for a new building or 21
101106 for the expansion of an existing building includes space for an early 22
102107 childhood care and education program that provides services for 23
103108 children from birth to five years, the percentage determined pursuant to 24
104109 this section for the entire school building project shall be increased by 25
105110 fifteen percentage points, but shall not exceed one hundred per cent. [, 26
106111 for the portion of the building used primarily for such purpose.] 27
107112 Recipient districts shall maintain such early childhood care and 28
108113 education program for at least ten years. 29
109114 (2) The percentage determined pursuant to this section for any school 30
110115 building project for a building or facility that will be used exclusively by 31
111116 a local or regional board of education for an early childhood care and 32
112117 education program that provides services for children from birth to five 33
113118 years shall be increased by fifteen percentage points, but shall not 34
114119 exceed one hundred per cent. Recipient districts shall maintain such 35
115120 early childhood care and education program for at least twenty years. 36
116121 Sec. 3. Section 10-285a of the general statutes is amended by adding 37
117122 subsection (l) as follows (Effective July 1, 2025): 38
118-(NEW) (l) (1) If a school building project for a new building or for the 39

124131 special education program that provides services for students receiving 41
125132 special education and related services, the percentage determined 42
126133 pursuant to this section for the entire school building project shall be 43
127134 increased by fifteen percentage points, but shall not exceed one hundred 44
128135 per cent. Recipient districts shall maintain such designated space for the 45
129136 special education program for at least ten years. 46
130137 (2) The percentage determined pursuant to this section for any school 47
131138 building project for a building or facility that will be used exclusively by 48
132139 a local or regional board of education for a special education program 49
133140 that provides services for students receiving special education and 50
134141 related services shall be increased by fifteen percentage points, but shall 51
135142 not exceed one hundred per cent. Recipient districts shall maintain such 52
136143 special education program for at least twenty years. 53
