18	19		AN ACT CONCERNING AUTHORIZATION OF STATE GRANT
19	20		COMMITMENTS FOR SCHOOL BUILDING PROJECTS AND
20	21		REVISIONS TO THE SCHOOL BUILDING PROJECTS STATUTES.
21	22		Be it enacted by the Senate and House of Representatives in General
22	23		Assembly convened:

24	25		Section 1. (Effective from passage) The Commissioner of Administrative 1
25	26		Services, having reviewed applications for state grants for public school 2
26	27		building projects in accordance with section 10-283 of the general 3
27	28		statutes on the basis of priorities for such projects and standards for 4
28	29		school construction established by the State Board of Education, and 5
29	30		having prepared a listing of all such eligible projects ranked in order of 6
30	31		priority, as determined by said commissioner together with the amount 7
31	32		of the estimated grant with respect to each eligible project, and having 8
32	33		submitted such listing of eligible projects, prior to December 15, 2024, to 9
33	34		a committee of the General Assembly established under section 10-283a 10
34	35		of the general statutes for the purpose of reviewing such listing, is 11
35	36		hereby authorized to enter into grant commitments on behalf of the state 12
36	37		in accordance with said section 10-283a with respect to the priority 13
37	38		listing of such projects and in such estimated amounts as approved by 14

97	102		Sec. 2. Subsection (e) of section 10-285a of the general statutes is 18
98	103		repealed and the following is substituted in lieu thereof (Effective July 1, 19

100	105		(e) (1) If an elementary school building project for a new building or 21
101	106		for the expansion of an existing building includes space for an early 22
102	107		childhood care and education program that provides services for 23
103	108		children from birth to five years, the percentage determined pursuant to 24
104	109		this section for the entire school building project shall be increased by 25
105	110		fifteen percentage points, but shall not exceed one hundred per cent. [, 26
106	111		for the portion of the building used primarily for such purpose.] 27
107	112		Recipient districts shall maintain such early childhood care and 28
108	113		education program for at least ten years. 29
109	114		(2) The percentage determined pursuant to this section for any school 30
110	115		building project for a building or facility that will be used exclusively by 31
111	116		a local or regional board of education for an early childhood care and 32
112	117		education program that provides services for children from birth to five 33
113	118		years shall be increased by fifteen percentage points, but shall not 34
114	119		exceed one hundred per cent. Recipient districts shall maintain such 35
115	120		early childhood care and education program for at least twenty years. 36
116	121		Sec. 3. Section 10-285a of the general statutes is amended by adding 37
117	122		subsection (l) as follows (Effective July 1, 2025): 38

	130	+	expansion of an existing building includes a designated space for a 40
124	131		special education program that provides services for students receiving 41
125	132		special education and related services, the percentage determined 42
126	133		pursuant to this section for the entire school building project shall be 43
127	134		increased by fifteen percentage points, but shall not exceed one hundred 44
128	135		per cent. Recipient districts shall maintain such designated space for the 45
129	136		special education program for at least ten years. 46
130	137		(2) The percentage determined pursuant to this section for any school 47
131	138		building project for a building or facility that will be used exclusively by 48
132	139		a local or regional board of education for a special education program 49
133	140		that provides services for students receiving special education and 50
134	141		related services shall be increased by fifteen percentage points, but shall 51
135	142		not exceed one hundred per cent. Recipient districts shall maintain such 52
136	143		special education program for at least twenty years. 53
