AN ACT CONCERNING AUTHORIZATION OF STATE GRANT 
COMMITMENTS FOR SCHOOL BUILDING PROJECTS AND 
REVISIONS TO THE SCHOOL BUILDING PROJECTS STATUTES.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) The Commissioner of Administrative 1 
Services, having reviewed applications for state grants for public school 2 
building projects in accordance with section 10-283 of the general 3 
statutes on the basis of priorities for such projects and standards for 4 
school construction established by the State Board of Education, and 5 
having prepared a listing of all such eligible projects ranked in order of 6 
priority, as determined by said commissioner together with the amount 7 
of the estimated grant with respect to each eligible project, and having 8 
submitted such listing of eligible projects, prior to December 15, 2024, to 9 
a committee of the General Assembly established under section 10-283a 10 
of the general statutes for the purpose of reviewing such listing, is 11 
hereby authorized to enter into grant commitments on behalf of the state 12 
in accordance with said section 10-283a with respect to the priority 13 
listing of such projects and in such estimated amounts as approved by 14 
said committee prior to February 1, 2025, as follows: 15  Raised Bill No. 1393

Sec. 2. Subsection (e) of section 10-285a of the general statutes is 18 
repealed and the following is substituted in lieu thereof (Effective July 1, 19 
2025): 20 
(e) (1) If an elementary school building project for a new building or 21 
for the expansion of an existing building includes space for an early 22 
childhood care and education program that provides services for 23 
children from birth to five years, the percentage determined pursuant to 24 
this section for the entire school building project shall be increased by 25 
fifteen percentage points, but shall not exceed one hundred per cent. [, 26 
for the portion of the building used primarily for such purpose.] 27 
Recipient districts shall maintain such early childhood care and 28 
education program for at least ten years. 29 
(2) The percentage determined pursuant to this section for any school 30 
building project for a building or facility that will be used exclusively by 31 
a local or regional board of education for an early childhood care and 32 
education program that provides services for children from birth to five 33 
years shall be increased by fifteen percentage points, but shall not 34 
exceed one hundred per cent. Recipient districts shall maintain such 35 
early childhood care and education program for at least twenty years. 36 
Sec. 3. Section 10-285a of the general statutes is amended by adding 37 
subsection (l) as follows (Effective July 1, 2025): 38 
(NEW) (l) (1) If a school building project for a new building or for the 39

special education program that provides services for students receiving 41 
special education and related services, the percentage determined 42 
pursuant to this section for the entire school building project shall be 43 
increased by fifteen percentage points, but shall not exceed one hundred 44 
per cent. Recipient districts shall maintain such designated space for the 45 
special education program for at least ten years. 46 
(2) The percentage determined pursuant to this section for any school 47 
building project for a building or facility that will be used exclusively by 48 
a local or regional board of education for a special education program 49 
that provides services for students receiving special education and 50 
related services shall be increased by fifteen percentage points, but shall 51 
not exceed one hundred per cent. Recipient districts shall maintain such 52 
special education program for at least twenty years. 53 
This act shall take effect as follows and shall amend the following 
sections:
