Special Act No. 25-2 
 
 
AN ACT CONCERNING EMERGENCY NONPROFIT ASSISTANCE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established an account to 
be known as the "emergency nonprofit assistance account", which shall 
be a separate, nonlapsing account. The amount of three million dollars 
shall be transferred to the account from the General Fund, provided the 
cumulative monthly statements of revenue and expenditures prepared 
by the Secretary of the Office of Policy and Management on or about 
April 20, 2025, pursuant to subdivision (4) of section 4-66 of the general 
statutes project a surplus of at least said amount for the fiscal year 
ending June 30, 2025. The account shall also contain all other moneys 
required or permitted by law to be deposited in the account.  
(b) Moneys in the account shall be expended by the Chief Court 
Administrator, during the fiscal year ending June 30, 2025, as follows: 
(1) To award the following grants in said fiscal year:
