AN ACT CONCERNING ELIGIBILITY REQUIREMENTS FOR 
PARTICIPATION IN BROWNFIELD PROGRAMS FOR CERTAIN 
MUNICIPALITIES.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) The Commissioner of Economic and 1 
Community Development shall conduct a study concerning the 2 
feasibility and potential benefits of expanding the eligibility 3 
requirements for participation in brownfield programs in the state, 4 
including, but not limited to, the abandoned brownfield cleanup 5 
program established pursuant to section 32-768 of the general statutes 6 
and the brownfield remediation and revitalization program established 7 
pursuant to section 32-769 of the general statutes, to municipalities that 8 
have established or created a source of pollution at or on a property, 9 
provided any such municipality has not established or created any 10 
additional pollution at or on such property for a period of not less than 11 
ten years. Not later than February 1, 2026, the commissioner shall 12 
submit a report on the results of such study to the joint standing 13 
committee of the General Assembly having cognizance of matters 14 
relating to commerce, in accordance with the provisions of section 11-4a 15 
of the general statutes. 16 
This act shall take effect as follows and shall amend the following 
sections:

In the first sentence of Section 1, "or the brownfield remediation and 
revitalization program" was changed to "and the brownfield 
remediation and revitalization program" for accuracy.
