1019 AN ACT CONCERNING A PILOT PROGRAM TO PROVIDE A
1120 COMMUNITY-BASED MEMORY CARE PROGRAM.
1221 Be it enacted by the Senate and House of Representatives in General

1524 Section 1. (Effective July 1, 2025) (a) The Commissioner of Social 1
1625 Services shall develop a two-year pilot program in the city of Hartford 2
1726 to provide a subsidized memory care program for low-income senior 3
1827 citizens. In selecting a contractor for the program, the commissioner 4
1928 shall give priority to any community action agency, as defined in section 5
2029 17b-885 of the general statutes, with experience operating a program 6
2130 that provides assisted living services to senior citizens in the city of 7
2231 Hartford. 8
2332 (b) The memory care program shall comply with the requirements of 9
2433 section 19a-562 of the general statutes and be offered as an alternative to 10
2534 placements in secured units in skilled nursing facilities. The 11
2635 commissioner shall develop a funding model that maximizes the use of 12
2736 state funds, within available appropriations. The commissioner may 13
2837 seek federal approval for a Medicaid waiver program to support the 14
2938 pilot program. 15

3045 (c) In designing the pilot program, the commissioner shall appoint 16
3146 and convene a working group to provide input. Members of the 17
