AN ACT CONCERNING A PILOT PROGRAM TO PROVIDE A 
COMMUNITY-BASED MEMORY CARE PROGRAM.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective July 1, 2025) (a) The Commissioner of Social 1 
Services shall develop a two-year pilot program in the city of Hartford 2 
to provide a subsidized memory care program for low-income senior 3 
citizens. In selecting a contractor for the program, the commissioner 4 
shall give priority to any community action agency, as defined in section 5 
17b-885 of the general statutes, with experience operating a program 6 
that provides assisted living services to senior citizens in the city of 7 
Hartford. 8 
(b) The memory care program shall comply with the requirements of 9 
section 19a-562 of the general statutes and be offered as an alternative to 10 
placements in secured units in skilled nursing facilities. The 11 
commissioner shall develop a funding model that maximizes the use of 12 
state funds, within available appropriations. The commissioner may 13 
seek federal approval for a Medicaid waiver program to support the 14 
pilot program. 15 
(c) In designing the pilot program, the commissioner shall appoint 16 
and convene a working group to provide input. Members of the 17 
working group shall include representatives of community action 18 
agencies, organizations that advocate for senior citizens and medical 19  Substitute Bill No. 1471

professionals specializing in Alzheimer's disease and dementia care. 20 
Not later than September 1, 2025, the commissioner shall file a report, in 21 
accordance with the provisions of section 11-4a of the general statutes, 22 
on development of the pilot program with the joint standing committees 23 
of the General Assembly having cognizance of matters relating to 24 
human services and public health. For purposes of this section, "senior 25 
citizen" means a person age sixty-five and older. 26 
This act shall take effect as follows and shall amend the following 
sections:
