24 | 24 | | Section 1. (Effective from passage) (a) There is established a working 1 |
---|
25 | 25 | | group to study and make recommendations concerning the 2 |
---|
26 | 26 | | apprenticeship ratio relief application process. Such study shall include, 3 |
---|
27 | 27 | | but need not be limited to, an examination of (1) delays in the 4 |
---|
28 | 28 | | application process, and (2) proposals to expedite the application 5 |
---|
29 | 29 | | process. 6 |
---|
30 | 30 | | (b) The working group shall consist of the following members: 7 |
---|
31 | 31 | | (1) The chairpersons and ranking members of the joint standing 8 |
---|
32 | 32 | | committee of the General Assembly having cognizance of matters 9 |
---|
33 | 33 | | relating to labor and public employees; 10 |
---|
34 | 34 | | (2) One appointed by the speaker of the House of Representatives, 11 |
---|
35 | 35 | | one of whom has expertise in the construction and building trades; 12 |
---|
36 | 36 | | (3) One appointed by the president pro tempore of the Senate who is 13 |

52 | 52 | | (c) Any member of the working group appointed under subdivision 23 |

53 | 53 | | (1), (2), (3), (4), (5), (6) or (7) of subsection (b) of this section may be a 24 |
---|
54 | 54 | | member of the General Assembly. 25 |

55 | 55 | | (d) All initial appointments to the working group shall be made not 26 |
---|
56 | 56 | | later than thirty days after the effective date of this section. Any vacancy 27 |
---|
57 | 57 | | shall be filled by the appointing authority. 28 |
---|
58 | 58 | | (e) The chairpersons of the joint standing committee having 29 |
---|
59 | 59 | | cognizance of matters relating to labor and public employees shall select 30 |
---|
60 | 60 | | the chairpersons of the working group from among the members of the 31 |
---|
61 | 61 | | working group. Such chairpersons shall schedule the first meeting of the 32 |
---|
62 | 62 | | working group, which shall be held not later than sixty days after the 33 |
---|
63 | 63 | | effective date of this section. 34 |
---|
64 | 64 | | (f) The administrative staff of the joint standing committee of the 35 |
---|
65 | 65 | | General Assembly having cognizance of matters relating to labor and 36 |
---|
66 | 66 | | public employees shall serve as administrative staff of the working 37 |
---|
67 | 67 | | group. 38 |
---|
68 | 68 | | (g) Not later than January 1, 2026, the working group shall submit a 39 |
---|
69 | 69 | | report on its findings and recommendations to the joint standing 40 |
