1919 AN ACT ESTABLISHING A WORKING GROUP TO STUDY THE
2020 APPRENTICESHIP RATIO RELIEF APPLICATION PROCESS.
2121 Be it enacted by the Senate and House of Representatives in General

2424 Section 1. (Effective from passage) (a) There is established a working 1
2525 group to study and make recommendations concerning the 2
2626 apprenticeship ratio relief application process. Such study shall include, 3
2727 but need not be limited to, an examination of (1) delays in the 4
2828 application process, and (2) proposals to expedite the application 5
2929 process. 6
3030 (b) The working group shall consist of the following members: 7
3131 (1) The chairpersons and ranking members of the joint standing 8
3232 committee of the General Assembly having cognizance of matters 9
3333 relating to labor and public employees; 10
3434 (2) One appointed by the speaker of the House of Representatives, 11
3535 one of whom has expertise in the construction and building trades; 12
3636 (3) One appointed by the president pro tempore of the Senate who is 13

4343 a member of a construction and building trade collective bargaining 14
4444 unit; 15
4545 (4) One appointed by the majority leader of the House of 16
4646 Representatives; 17
4747 (5) One appointed by the majority leader of the Senate; 18
4848 (6) One appointed by the minority leader of the House of 19
4949 Representatives; 20
5050 (7) One appointed by the minority leader of the Senate; and 21
5151 (8) The Labor Commissioner, or the commissioner's designee; 22
5252 (c) Any member of the working group appointed under subdivision 23
5353 (1), (2), (3), (4), (5), (6) or (7) of subsection (b) of this section may be a 24
5454 member of the General Assembly. 25
5555 (d) All initial appointments to the working group shall be made not 26
5656 later than thirty days after the effective date of this section. Any vacancy 27
5757 shall be filled by the appointing authority. 28
5858 (e) The chairpersons of the joint standing committee having 29
5959 cognizance of matters relating to labor and public employees shall select 30
6060 the chairpersons of the working group from among the members of the 31
6161 working group. Such chairpersons shall schedule the first meeting of the 32
6262 working group, which shall be held not later than sixty days after the 33
6363 effective date of this section. 34
6464 (f) The administrative staff of the joint standing committee of the 35
6565 General Assembly having cognizance of matters relating to labor and 36
6666 public employees shall serve as administrative staff of the working 37
6767 group. 38
6868 (g) Not later than January 1, 2026, the working group shall submit a 39
6969 report on its findings and recommendations to the joint standing 40

7676 committee of the General Assembly having cognizance of matters 41
7777 relating to labor and public employees, in accordance with the 42
7878 provisions of section 11-4a of the general statutes. The working group 43
7979 shall terminate on the date that it submits such report or January 1, 2026, 44
