AN ACT ESTABLISHING A WORKING GROUP TO STUDY THE 
APPRENTICESHIP RATIO RELIEF APPLICATION PROCESS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a working 1 
group to study and make recommendations concerning the 2 
apprenticeship ratio relief application process. Such study shall include, 3 
but need not be limited to, an examination of (1) delays in the 4 
application process, and (2) proposals to expedite the application 5 
process. 6 
(b) The working group shall consist of the following members: 7 
(1) The chairpersons and ranking members of the joint standing 8 
committee of the General Assembly having cognizance of matters 9 
relating to labor and public employees; 10 
(2) One appointed by the speaker of the House of Representatives, 11 
one of whom has expertise in the construction and building trades; 12 
(3) One appointed by the president pro tempore of the Senate who is 13

a member of a construction and building trade collective bargaining 14 
unit; 15 
(4) One appointed by the majority leader of the House of 16 
Representatives; 17 
(5) One appointed by the majority leader of the Senate; 18 
(6) One appointed by the minority leader of the House of 19 
Representatives; 20 
(7) One appointed by the minority leader of the Senate; and 21 
(8) The Labor Commissioner, or the commissioner's designee; 22 
(c) Any member of the working group appointed under subdivision 23 
(1), (2), (3), (4), (5), (6) or (7) of subsection (b) of this section may be a 24 
member of the General Assembly. 25 
(d) All initial appointments to the working group shall be made not 26 
later than thirty days after the effective date of this section. Any vacancy 27 
shall be filled by the appointing authority. 28 
(e) The chairpersons of the joint standing committee having 29 
cognizance of matters relating to labor and public employees shall select 30 
the chairpersons of the working group from among the members of the 31 
working group. Such chairpersons shall schedule the first meeting of the 32 
working group, which shall be held not later than sixty days after the 33 
effective date of this section. 34 
(f) The administrative staff of the joint standing committee of the 35 
General Assembly having cognizance of matters relating to labor and 36 
public employees shall serve as administrative staff of the working 37 
group. 38 
(g) Not later than January 1, 2026, the working group shall submit a 39 
report on its findings and recommendations to the joint standing 40

committee of the General Assembly having cognizance of matters 41 
relating to labor and public employees, in accordance with the 42 
provisions of section 11-4a of the general statutes. The working group 43 
shall terminate on the date that it submits such report or January 1, 2026, 44 
whichever is later. 45 
This act shall take effect as follows and shall amend the following 
sections:
