23 | 23 | | Section 1. (NEW) (Effective from passage) (a) As used in this section, (1) 1 |
---|
24 | 24 | | "nonprofit human services provider" means a nonprofit provider that 2 |
---|
25 | 25 | | contracts with the state to provide human services that may include, but 3 |
---|
26 | 26 | | need not be limited to: (A) Services for persons with a physical 4 |
---|
27 | 27 | | disability, (B) services for persons with intellectual disability or 5 |
---|
28 | 28 | | developmental disabilities, including, but not limited to, autism 6 |
---|
29 | 29 | | spectrum disorder, and (C) behavioral health services; and (2) "state 7 |
---|
30 | 30 | | agency" has the same meaning as provided in section 4-37e of the 8 |
---|
31 | 31 | | general statutes. 9 |

32 | 32 | | (b) On July first annually, a state agency contracting with a nonprofit 10 |
---|
33 | 33 | | human services provider shall increase salary or payment rates for the 11 |
---|
34 | 34 | | employees of such providers for a recurring contract with such 12 |
---|
35 | 35 | | nonprofit human services provider by the average percentage increase 13 |
---|
36 | 36 | | in wages paid to state employees pursuant to the most recent ratified 14 |
---|
37 | 37 | | SEBAC agreement, between the state and the State Employees 15 |
---|
38 | 38 | | Bargaining Agent Coalition (SEBAC), and approved pursuant to 16 |
---|

46 | 46 | | (c) On July first annually, the Commissioner of Social Services shall 18 |
---|
47 | 47 | | adjust Medicaid rates for nonprofit human services providers 19 |
---|
48 | 48 | | contracting with the Department of Social Services by the percentage 20 |
---|
49 | 49 | | rate increase, if any, for state agency contracts pursuant to subsection 21 |
---|
50 | 50 | | (b) of this section, unless such adjustment is not permissible under 22 |
---|
51 | 51 | | federal law governing the Medicaid program. 23 |
---|
52 | 52 | | (d) Not later than January 1, 2026, and every two years thereafter, the 24 |
---|
53 | 53 | | Secretary of the Office of Policy and Management shall file a report, in 25 |
---|
54 | 54 | | accordance with the provisions of section 11-4a of the general statutes, 26 |
---|
55 | 55 | | with the joint standing committees of the General Assembly having 27 |
---|
56 | 56 | | cognizance of matters relating to appropriations and the budgets of state 28 |
---|
57 | 57 | | agencies, human services and public health on state agency contracts 29 |
---|
58 | 58 | | with nonprofit human services providers. The report shall include, but 30 |
---|
59 | 59 | | need not be limited to, an analysis of appropriations needed to ensure 31 |
---|
60 | 60 | | that rates for all such contracts in subsequent fiscal years include the 32 |
---|
61 | 61 | | increases described in subsection (b) of this section. 33 |
---|
