1919 AN ACT CONCERNING FUNDING FOR NONPROFITS.

2323 Section 1. (NEW) (Effective from passage) (a) As used in this section, (1) 1
2424 "nonprofit human services provider" means a nonprofit provider that 2
2525 contracts with the state to provide human services that may include, but 3
2626 need not be limited to: (A) Services for persons with a physical 4
2727 disability, (B) services for persons with intellectual disability or 5
2828 developmental disabilities, including, but not limited to, autism 6
2929 spectrum disorder, and (C) behavioral health services; and (2) "state 7
3030 agency" has the same meaning as provided in section 4-37e of the 8
3131 general statutes. 9
3232 (b) On July first annually, a state agency contracting with a nonprofit 10
3333 human services provider shall increase salary or payment rates for the 11
3434 employees of such providers for a recurring contract with such 12
3535 nonprofit human services provider by the average percentage increase 13
3636 in wages paid to state employees pursuant to the most recent ratified 14
3737 SEBAC agreement, between the state and the State Employees 15
3838 Bargaining Agent Coalition (SEBAC), and approved pursuant to 16

4545 subsection (f) of section 5-278 of the general statutes. 17
4646 (c) On July first annually, the Commissioner of Social Services shall 18
4747 adjust Medicaid rates for nonprofit human services providers 19
4848 contracting with the Department of Social Services by the percentage 20
4949 rate increase, if any, for state agency contracts pursuant to subsection 21
5050 (b) of this section, unless such adjustment is not permissible under 22
5151 federal law governing the Medicaid program. 23
5252 (d) Not later than January 1, 2026, and every two years thereafter, the 24
5353 Secretary of the Office of Policy and Management shall file a report, in 25
5454 accordance with the provisions of section 11-4a of the general statutes, 26
5555 with the joint standing committees of the General Assembly having 27
5656 cognizance of matters relating to appropriations and the budgets of state 28
5757 agencies, human services and public health on state agency contracts 29
5858 with nonprofit human services providers. The report shall include, but 30
5959 need not be limited to, an analysis of appropriations needed to ensure 31
6060 that rates for all such contracts in subsequent fiscal years include the 32
6161 increases described in subsection (b) of this section. 33
