4141 MESSAGES BETWEEN CHAMBERS 4
4242 1. Messages from one chamber to the other shall be delivered to the 5
4343 presiding officer. 6
4444 JOINT CONVENTIONS 7
4545 2. Joint conventions shall be held in the Hall of the House. Either 8
4646 chamber may request a convention stating the purposes thereof in its 9

5757 3. (a) Designation of Committees. There shall be twenty-three joint 15
5858 standing committees as provided in subsection (b) of this rule. There 16
5959 shall be two statutory committees as provided in subsection (c) of this 17
6060 rule. There shall be one select committee as provided in subsection (d) 18
6161 of this rule. Joint standing committees, statutory committees and the 19
6262 select committee shall consider all matters referred to them and report 20
6363 as required by these rules. 21
6464 (b) Joint Standing Committees. Each joint standing committee shall 22
6565 consist of not more than nine senators and not more than thirty-five 23
6666 representatives, except that the joint standing committees on 24
6767 Appropriations and Finance, Revenue and Bonding shall consist of not 25
6868 more than fourteen senators and not more than forty -five 26
6969 representatives, the joint standing committee on Judiciary shall consist 27
7070 of not more than thirteen senators and not more than thirty-five 28
7171 representatives, the joint standing committee on Public Health shall 29

7878 (1) A committee on APPROPRIATIONS that shall have cognizance of 36

8282 agreements and arbitration awards for state employees. In addition, any 40

111111 Agriculture, including farming, dairy products and domestic animals, 64

284284 person or entity other than another state agency, shall be referred to the 212
285285 committee on Government Oversight. Any hearing conducted by the 213
286286 committee on Government Oversight on any report issued by the 214
287287 Auditors of Public Accounts, any other audit or investigation report 215
288288 concerning any quasi-public agency or agency or department of the 216
289289 state or on any statutory program shall be in accordance with the 217
290290 provisions of Rule 18. 218
291291 (c) Statutory Committees. In addition, there shall be: 219
292292 (1) The committee on LEGISLATIVE MANAGEMENT that shall 220
293293 conduct the business affairs of the General Assembly. The committee 221
294294 shall be responsible for the operation of the General Assembly, 222
295295 coordination and supervision of committee work, improvement of 223
296296 legislative operations, deciding on matters of organization, procedures, 224
297297 facilities and working conditions of the General Assembly, 225
298298 compensation of employees of the legislative branch, and the facilitation 226
299299 of positive relationships with the federal government and other state 227
300300 governments. All bills and resolutions relating to such matters may be 228
301301 referred to the committee. The committee shall consist of (A) twenty 229
302302 members of the House who shall be (i) the Speaker, (ii) the deputy 230

314314 leader appointed by the majority leader, (iv) five members appointed by 237
315315 the President Pro Tempore, (v) the minority leader, (vi) an assistant 238
316316 minority leader appointed by the minority leader, and (vii) three 239
317317 members appointed by the minority leader. In matters of legislative 240
318318 operations, the legislative commissioners and the clerks of each 241
319319 chamber shall serve as ex-officio, non-voting members of the committee. 242
320320 The committee shall be chaired by the President Pro Tempore and the 243
321321 Speaker. A majority of the membership shall constitute a quorum and 244
322322 all actions shall require the affirmative vote of a majority. At any 245
323323 meeting, if a committee member present of either chamber requests, a 246
324324 vote of the majority of the members present of each chamber shall be 247
325325 required for approval of a question. 248
326326 (2) The committee on EXECUTIVE AND LEGISLATIVE 249
327327 NOMINATIONS that shall consist of (A) nineteen members of the 250
328328 House who shall be (i) the majority leader, or the majority leader's 251
329329 designee, (ii) the minority leader, or the minority leader's designee, (iii) 252
330330 ten members appointed by the Speaker, and (iv) seven members 253
331331 appointed by the minority leader, and (B) eight members of the Senate 254
332332 who shall be (i) the majority leader, or the majority leader's designee, (ii) 255
333333 the minority leader, or the minority leader's designee, (iii) three 256
334334 members appointed by the President Pro Tempore, and (iv) three 257
335335 members appointed by the minority leader. The chairpersons and 258
336336 ranking members of the committee or committees having cognizance of 259
337337 matters relating to the duties of a nominee for the position of a 260
338338 department head, as defined in section 4-5 of the general statutes, shall 261
339339 serve as ex-officio, non-voting members of the committee on executive 262
340340 and legislative nominations for the consideration of such nomination. 263
341341 All executive and legislative nominations requiring action of either or 264

347347 both chambers, except judicial nominations, nominations of 265
348348 administrative law judges for the workers' compensation system, 266
349349 nominations of members of the Board of Pardons and Paroles and any 267
350350 nomination of a Claims Commissioner, shall be referred to the 268
351351 committee on executive and legislative nominations. 269
352352 (d) Select Committee. In addition, for the 2025 regular session, there 270
353353 shall be: 271
354354 A select committee on Special Education the members of which shall 272
355355 be appointed as follows: Up to six appointed by the Speaker of the 273
356356 House, up to five appointed by the House minority leader, up to six 274
357357 appointed by the President Pro Tempore of the Senate, and up to five 275
358358 appointed by the Senate minority leader. Said committee may conduct 276
359359 public hearings, may issue reports of its findings and may originate and 277
360360 report any bill or resolution it deems necessary concerning special 278
361361 education. Any bill or resolution favorably reported by said committee 279
362362 shall be referred to the joint standing committee on Education. 280
363363 (e) Committee Appointments. Appointments of committee members, 281
364364 except to fill a vacancy caused by death or incapacity or by resignation 282
365365 from the General Assembly or a committee of the General Assembly, 283
366366 shall be made on or before the fifth regular session day of the first year 284
367367 of the term and, except as otherwise provided in the rules of each 285
368368 chamber, shall be for the entire term for which the members were 286
369369 elected. Committee appointments of a member elected after the fifth 287
370370 regular session day of the first year of the term shall be made not later 288
371371 than five calendar days after the member takes the oath of office, and 289
372372 may be made, at the discretion of the appointing authority, to any 290
373373 committee. 291
374374 Senate and House committees shall be appointed and organized in 292
375375 accordance with the rules of each chamber and members of the minority 293
376376 party shall be appointed on nomination of the minority leader of each 294
377377 chamber. 295

384384 4. The President Pro Tempore of the Senate, Speaker of the House, 297
385385 and majority and minority leaders of the Senate and the House shall be 298
386386 ex-officio members of all committees, with the right to be present at all 299
387387 meetings and to take part in deliberations but without the right to vote, 300
388388 except as to those committees to which they are appointed members. 301
389389 COMMITTEE MEETINGS AND PROCEDURES 302
390390 5. (a) Scheduling. Except as otherwise provided in subsection (b) of 303
391391 this rule and in Rule 15, chairpersons of committees shall jointly 304
392392 schedule meetings during periods when the General Assembly is in 305
393393 session as follows: 306
394394 (1) Committees may meet on any day from January 8 through January 307
395395 15 in 2025 and from February 4 through February 6 in 2026. The 308
396396 chairpersons of each committee may jointly call a meeting during said 309
397397 period in 2025 for the purpose of organization and to consider such 310
398398 other business as is deemed necessary. 311
399399 (2) Beginning on January 16 in 2025 and on February 9 in 2026, and 312
400400 ending on the committee's deadline to report bills and resolutions in 313
401401 such year, as provided in Rule 15, Group A committees shall meet on 314
402402 Mondays, Wednesdays and Fridays only and Group B committees shall 315
403403 meet on Tuesdays and Thursdays only. 316
404404 (3) Statutory committees, as described in subsection (c) of Rule 3, may 317
405405 meet on any day. The select committee on Special Education, as 318
406406 described in subsection (d) of Rule 3, shall meet on Mondays, 319
407407 Wednesdays and Fridays only. 320
408408 (4) Committees, except conference committees, may not meet during 321
409409 a session of either chamber without the consent of each chamber which 322
410410 is in session. 323
411411 (5) All meetings shall be broadcast contemporaneously on an Internet 324

417417 web site identified in the notice provided under subsection (f) of this 325
418418 rule for such meeting. 326
419419 (6) Not more than a total of ten meetings or public hearings, or any 327
420420 combination thereof, may be scheduled for or conducted at the same 328
421421 time. 329
422422 (7) On a day when a committee has scheduled a meeting and the State 330
423423 Capitol and Legislative Office Building have been officially closed due 331
424424 to inclement weather: 332
425425 (A) If the meeting has not been convened prior to the official closing, 333
426426 the meeting may be (i) held and conducted exclusively on a virtual 334
427427 platform approved by the President Pro Tempore of the Senate and the 335
428428 Speaker of the House, in accordance with the provisions of subsection 336
429429 (c) of this rule, (ii) rescheduled if notice is provided in accordance with 337
430430 the provisions of subsection (f) of this rule, or (iii) cancelled. 338
431431 (B) If the meeting has been convened prior to the official closing, the 339
432432 committee may (i) continue the meeting, (ii) recess the meeting and 340
433433 reconvene such meeting on the virtual platform in accordance with the 341
434434 provisions of subsection (c) of this rule, (iii) reschedule the meeting if 342
435435 notice is provided in accordance with the provisions of subsection (f) of 343
436436 this rule, or (iv) adjourn the meeting. 344
437437 (b) Exceptions to Scheduling Requirements. 345
438438 (1) The committees on Appropriations and Finance, Revenue and 346
439439 Bonding may meet on any day. The committee on Judiciary may meet 347
440440 on any day after March 21 in 2025 and after March 16 in 2026. The 348
441441 committee on Government Oversight may meet on any day after March 349
442442 20 in 2025 and after March 19 in 2026 to raise, hear or report favorably 350
443443 or unfavorably a conveyance bill. 351
444444 (2) Any committee may meet on any day, provided a record is made 352
445445 certifying a significant need for the meeting by the Speaker of the House 353
446446 and the President Pro Tempore of the Senate, or their designees. 354

452452 (3) If, in any week, the designated meeting day of a committee falls 355
453453 on a holiday or on a day when the State Capitol or Legislative Office 356
454454 Building is officially closed, the committee may meet on another day, 357
455455 not so designated, within seven calendar days before or after such day, 358
456456 provided a record is made certifying the need for the meeting by one of 359
457457 the following: The President Pro Tempore of the Senate, the Speaker of 360
458458 the House, the majority leader of the Senate or the majority leader of the 361
459459 House and all reasonable efforts have been made to notify each member 362
460460 of the committee of the meeting. 363
461461 (c) Conduct of Meetings. A chairperson or a vice chairperson shall 364

464464 Tempore of the Senate and the Speaker of the House, and in-person 367
465465 participation by members of the committee, except the chairpersons 368
466466 may jointly agree to limit participation to virtual participation for 369
467467 members of the committee at any meeting scheduled on a day when the 370
468468 State Capitol and Legislative Office Building have been officially closed 371
469469 due to inclement weather pursuant to subsection (a)(7) of this rule. If a 372
470470 meeting, other than a meeting on the day of the committee's deadline to 373
471471 report bills and resolutions, as provided in Rule 15, is not so convened 374
472472 within fifteen minutes following its scheduled starting time, the meeting 375
473473 shall be deemed cancelled. In all meetings of joint committees, the 376
474474 Senate and House chairpersons shall mutually agree as to who shall 377
475475 preside and in the absence of agreement the Senate chairperson and the 378
476476 House chairperson shall alternately preside. A chairperson shall 379
477477 recognize each member wishing to be heard prior to ordering the vote 380
478478 on the final question of a favorable or unfavorable report, a favorable 381
479479 change of reference or the boxing of a bill or resolution. A committee 382
480480 member may offer an oral amendment to any bill or resolution during 383
481481 the discussion on the final question of a favorable or unfavorable report 384
482482 or a favorable change of reference. If a committee member offers an 385
483483 amendment to a bill or resolution during the discussion on the final 386
484484 question of a favorable or unfavorable report or a favorable change of 387
485485 reference, and such amendment has been prepared by the Legislative 388

491491 Commissioners' Office and assigned an LCO number by that office, the 389
492492 committee clerk shall distribute such amendment to all committee 390
493493 members prior to the ordering of a vote on such amendment. The 391
494494 chairperson presiding over the meeting shall, upon a request of a 392
495495 committee member, hold a roll call vote on an amendment offered to a 393
496496 bill or resolution during the discussion on the final question of a 394
497497 favorable or unfavorable report or a favorable change of reference. All 395
498498 questions of order, hearings and other proceedings, including the 396
499499 raising of bills or resolutions and questions relating to evidence, shall be 397
500500 determined by a majority of votes but, if the majority of the committee 398
501501 members present of either chamber so request, the committee members 399
502502 of each chamber shall separately determine all questions. In the case of 400
503503 a member who is participating virtually in a meeting, such member may 401
504504 only cast a vote on any question if such member is visible to the 402
505505 committee clerk on the virtual platform when casting his or her vote. A 403
506506 vote of a committee may be reconsidered only at the next regular 404
507507 meeting of the committee, except that any vote on the day of the 405
508508 committee's deadline to report bills and resolutions as provided in Rule 406
509509 15, may be reconsidered at the same meeting not later than 5:00 p.m. If 407
510510 a technological issue relating to virtual participation by members of the 408
511511 committee prevents or otherwise limits the transaction of the business 409
512512 of the committee or the committee's ability to comply with these rules, 410
513513 prior to or during a meeting, the chairpersons of the committee may take 411
514514 whatever action they deem necessary, including, but not limited to, 412
515515 cancelling or rescheduling such meeting, if notice is provided in 413
516516 accordance with the provisions of subsection (f) of this rule for any such 414
517517 meeting that is rescheduled. 415
518518 (d) Final Action. At each committee meeting, the vote on the final 416
519519 question of a favorable or unfavorable report, a favorable change of 417
520520 reference or the boxing of a bill or resolution shall be recorded on the 418
521521 vote tally sheet to show the names of the members voting yea and the 419
522522 members voting nay. No motion to dispense with the recording of the 420
523523 names of the members voting yea and the members voting nay shall be 421
524524 entertained. No bill or resolution shall be reported to either chamber 422

534534 sent to the clerk of the appropriate chamber, by the Legislative 427
535535 Commissioners' Office, with the favorably or unfavorably reported bill 428
536536 or resolution and retained by the clerks. 429
537537 (e) Proxies. No member may vote by proxy and no committee shall 430
538538 record a vote cast by any member as a proxy for any other member. 431
539539 (f) Notice Requirements. Notice of the date, time and place of 432
540540 committee meetings during periods when the General Assembly is in 433
541541 session shall be (1) posted on the General Assembly web site not later 434
542542 than 6:00 p.m. of the day before the meeting, (2) transmitted 435
543543 electronically to the clerk of each chamber upon posting of such notice 436
544544 on the General Assembly web site, and (3) when practicable, given to 437
545545 the Legislative Bulletin clerk for inclusion in the next Legislative 438
546546 Bulletin. The notice provided to committee members and staff shall 439
547547 include the Internet web site address for participation at such meeting, 440
548548 and the notice provided to members of the public shall include the 441
549549 Internet web site address in which such meeting will be broadcast. 442
550550 (g) Exception to Notice Requirements. A committee may convene a 443
551551 meeting without satisfying the notice requirements prescribed in 444
552552 subsection (f) of this rule, provided announcement of the meeting is 445
553553 made from the floor of the Senate or House during a session and both 446
554554 chairpersons have approved the date, time, place and agenda for the 447
555555 meeting. Such approval shall not be unreasonably withheld. If the 448
556556 announcement cannot be made in one or both chambers because no 449
557557 regular session is being held on that day, an emergency meeting may 450
558558 still be held, provided a record is made certifying the need for the 451
559559 meeting by one of the following: The President Pro Tempore of the 452
560560 Senate, the Speaker of the House, the majority leader of the Senate or the 453
561561 majority leader of the House, and all reasonable efforts have been made 454

568568 (h) Agendas. An agenda, approved by both chairpersons, shall be 456
569569 prepared for each meeting and made available on the General Assembly 457
570570 web site not later than 6:00 p.m. of the day before the meeting, except 458
571571 that for a meeting held under subsection (g) of this rule, the agenda shall 459
572572 be prepared and made available prior to the meeting. Items not on the 460
573573 agenda may be considered upon a majority vote of the committee 461
574574 members present. 462
575575 (i) Substitute Language. A committee clerk shall, as soon as 463
576576 practicable, post on the committee's web site any written substitute 464
577577 language offered at a committee meeting by a committee member that 465
578578 has been prepared by the Legislative Commissioners' Office and 466
579579 assigned an LCO number by that office and reported favorably without 467
580580 any changes at such committee meeting. 468
581581 PUBLIC HEARINGS 469
582582 6. (a) Scheduling. 470
583583 (1) A committee may hold subject matter public hearings on any 471
584584 subject and on specified proposed bills and proposed resolutions, and 472
585585 on committee and raised bills and resolutions, during sessions, except 473
586586 that subject matter public hearings on proposed bills and proposed 474
587587 resolutions shall be held not later than twenty-one calendar days in 2025 475
588588 and fourteen calendar days in 2026 before the committee's reporting out 476
589589 date designated in the schedule shown in Rule 15. 477
590590 (2) Public hearings shall be scheduled for the convenience of the 478
591591 public and in accordance with the schedule for committee meetings of 479
592592 that committee as provided in Rule 5. 480
593593 (3) All public hearings shall be broadcast contemporaneously on an 481
594594 Internet web site identified in the notice of such meeting provided 482
595595 pursuant to subsection (b) of this rule. Not more than a total of ten public 483
596596 hearings or meetings, or any combination thereof, may be scheduled for 484

603603 (4) In the event of inclement weather on the day on which a 486
604604 committee has scheduled a public hearing: 487

607607 (i) If the hearing has been convened prior to the official closing, the 490
608608 committee may continue the hearing or may recess the hearing in 491
609609 accordance with the provisions of subsection (c)(5) of this rule. 492
610610 (ii) If the hearing has not been convened prior to the official closing, 493
611611 the hearing may be held and conducted exclusively on a virtual 494
612612 platform approved by the President Pro Tempore of the Senate and the 495
613613 Speaker of the House, in accordance with the provisions of subsection 496
614614 (c)(1) of this rule, or may be rescheduled in accordance with the 497
615615 provisions of subsection (a)(4)(D) of this rule. 498
616616 (B) If the State Capitol and Legislative Office Building have not been 499
617617 officially closed: 500
618618 (i) If the hearing has been convened, the committee may recess the 501
619619 hearing in accordance with the provisions of subsection (c)(5) of this 502
620620 rule. 503
621621 (ii) If the hearing has not yet been convened, the chairpersons of the 504
622622 committee may cancel the hearing if, in their opinion, the seriousness of 505
623623 the weather conditions is likely to reduce substantially the attendance 506
624624 at the hearing by members of the public or members of the committee. 507
625625 (C) If the State Capitol and Legislative Office Building have not been 508
626626 officially closed, (i) the committee clerk shall post notice of the 509
627627 cancellation on the General Assembly web site, and (ii) notice of the 510
628628 cancellation shall be transmitted electronically to the clerk of each 511
629629 chamber upon posting of such notice on the General Assembly web site. 512

635635 (D) The chairpersons shall reschedule a cancelled hearing on the 513
636636 earliest feasible date that is on a day specified for that committee in Rule 514
637637 5(a) or 5(b) or on any other day with the approval of the President Pro 515
638638 Tempore of the Senate, the Speaker of the House, the majority leader of 516
639639 the Senate or the majority leader of the House, provided a record is 517
640640 made of such approval. The committee clerk shall post notice of the 518
641641 rescheduled hearing on the General Assembly web site, and notice of 519
642642 the rescheduled hearing shall be transmitted electronically to the clerk 520
643643 of each chamber upon posting of such notice on the General Assembly 521
644644 web site. When practicable, the committee clerk shall give notice of the 522
645645 rescheduled hearing to the Legislative Bulletin clerk for inclusion in the 523
646646 next Legislative Bulletin. The notice of the rescheduled hearing shall 524
647647 include the information provided in subdivisions (1) to (4), inclusive, of 525
648648 subsection (b) of this rule, and the subject matter and list of the numbers 526
649649 and titles of each bill and resolution to be considered shall be identical 527
650650 to the subject matter and list in the notice of the original hearing. The 528
651651 notice of the rescheduled hearing is not subject to subsection (b) of this 529
652652 rule if the notice of the original hearing complied with said subsection 530
653653 (b). 531
654654 (5) Committees may group bills and resolutions by subject matter and 532
655655 schedule hearings so that similar bills and resolutions are heard at the 533
656656 same time. 534
657657 (b) Notice Requirements. Notice of the date, time, place and subject 535
658658 matter of each public hearing during periods when the General 536
659659 Assembly is in session, together with (1) a list of the numbers and titles 537
660660 of each bill and resolution to be considered, (2) the Internet web site 538
661661 address for testifying at such hearing, (3) the Internet web site address 539
662662 in which such hearing will be broadcast, and (4) information relating to 540
663663 how members of the public are to submit the names of persons who 541
664664 wish to testify at such hearing to the committee clerk, shall be published 542
665665 in the Legislative Bulletin at least five calendar days in advance of the 543
666666 hearing and posted on the General Assembly web site at least five 544
667667 calendar days in advance of the hearing. In no event shall a bill or 545

673673 resolution be listed for a hearing unless such bill or resolution has been 546
674674 posted on the General Assembly web site and is in the possession of the 547
675675 committee. For purposes of this rule, a bill or resolution shall be 548
676676 considered in the possession of the committee for purposes of listing 549
677677 such bill or resolution for a hearing upon (A) referral of such bill or 550
678678 resolution by the President Pro Tempore of the Senate and the Speaker 551
679679 of the House to the committee, and (B) posting of such bill or resolution 552
680680 on the General Assembly web site. For the purpose of meeting the 553
681681 hearing requirements under this subsection, the day of publication in 554
682682 the Legislative Bulletin during the time the General Assembly is in 555
683683 session and the day of the hearing shall both be counted as full days. 556
684684 (c) Conduct of Public Hearings. 557
685685 (1) Convening and Procedures. A chairperson or a vice chairperson 558
686686 shall convene all public hearings, and such public hearings shall provide 559
687687 for (A) virtual participation, on a virtual platform approved by the 560
688688 President Pro Tempore of the Senate and the Speaker of the House, (B) 561
689689 in-person participation by members of the committee, and (C) the 562
690690 option for such virtual participation by other individuals who wish to 563
691691 testify, except the chairpersons may jointly agree to limit participation 564
692692 to virtual participation for members of the committee and other 565
693693 individuals who wish to testify at any public hearing scheduled on a 566
694694 day when the State Capitol and Legislative Office Building have been 567
695695 officially closed due to inclement weather pursuant to subsection 568
696696 (a)(4)(A) of this rule. If a hearing is not so convened within fifteen 569
697697 minutes following its scheduled starting time, any member of the 570
698698 committee may convene the hearing. The time of commencement of the 571
699699 public hearing shall be designated in the published notice. In all public 572
700700 hearings of joint committees, the Senate and House chairpersons shall 573
701701 mutually agree as to who shall preside and in the absence of agreement 574
702702 the Senate chairperson and the House chairperson shall alternately 575
703703 preside. The length of time that each witness may testify shall be 576
704704 determined by the presiding chairperson who shall give due regard for 577
705705 the convenience of the public. All other questions of order, including 578

712712 testimony or evidence, shall be determined by a majority of votes but, if 580

716716 (2) Testimony by Public Officials. A committee may permit 584
717717 legislators who are not members of the committee, representatives of 585
718718 state agencies and municipal chief elected officials testifying in their 586
719719 official capacity to testify during but not beyond the first hour of a public 587
720720 hearing. The public portion of the hearing shall be uninterrupted by 588
721721 testimony from a legislator, a representative of a state agency or a 589
722722 municipal chief elected official. If any legislators, representatives of state 590
723723 agencies or municipal chief elected officials are unable to testify during 591
724724 the first hour, they may testify at the end of the hearing after all 592
725725 members of the public wishing to testify have been heard. 593
726726 (3) Written Testimony. Legislators, representatives of state agencies, 594
727727 municipal chief elected officials and members of the public may submit 595
728728 to the committee written testimony on a bill or resolution or subject 596
729729 matter in person, by mail or electronically at any time, except no such 597
730730 written testimony may be submitted in-person when the State Capitol 598
731731 and Legislative Office Building have been officially closed to the public. 599
732732 Any such written testimony shall be included by the committee in the 600
733733 record of the hearing. Committee chairpersons should encourage a 601
734734 witness to submit a written statement and confine oral testimony to a 602
735735 summary of that statement, but the full written statement shall be 603
736736 included in the record of the hearing. 604
737737 (4) Notifying Other Committees. Each bill or resolution referred by 605
738738 one committee to another with a favorable report shall be accompanied 606
739739 by a notation of the date or dates on which public hearings were held 607
740740 by the first committee. The chairpersons of any committee other than 608
741741 Appropriations or Finance, Revenue and Bonding to which any bill or 609
742742 resolution calling for an appropriation or a bond issue is referred shall 610

750750 (5) Recessing. The committee may recess any public hearing to a date, 613
751751 time and place specified at the time of the recess, which shall be on a 614
752752 day specified for that committee in Rule 5(a) or 5(b) or on any other day 615
753753 with the approval of the President Pro Tempore of the Senate, the 616
754754 Speaker of the House, the majority leader of the Senate or the majority 617
755755 leader of the House, provided a record is made of such approval. The 618
756756 committee clerk shall post notice of any hearing recessed to another date 619
757757 on the General Assembly web site, and notice of the recessed hearing 620
758758 shall be transmitted electronically to the clerk of each chamber upon 621
759759 posting of such notice on the General Assembly web site. When 622
760760 practicable, the committee clerk shall give notice of the recessed hearing 623
761761 to the Legislative Bulletin clerk for inclusion in the next Legislative 624
762762 Bulletin. 625
763763 (6) Signing Up to Testify. Members of the public who wish to testify 626
764764 at a public hearing may submit the names of persons who wish to testify 627
765765 at such public hearing to the committee clerk, in a manner prescribed by 628
766766 the chairpersons of the committee and indicated in the notice for such 629
767767 public hearing, and such names shall be included in a lottery that will 630
768768 determine the order of testimony of witnesses during the public portion 631
769769 of the hearing. Such submission of names shall include whether such 632
770770 person will be testifying in-person at the public hearing or whether such 633
771771 person will be participating virtually. After such submission, the 634
772772 Internet web site address for testifying at such hearing shall be provided 635
773773 to each such person. 636
774774 (7) Technological Issues. In the event of a technological issue that is 637
775775 preventing or otherwise limiting the transaction of the business of the 638
776776 committee or the committee's ability to comply with this rule, prior to 639
777777 or during a public hearing, the chairpersons of the committee may take 640
778778 whatever action they deem necessary, including, but not limited to, 641
779779 recessing such hearing in accordance with the provisions of subdivision 642

789789 7. (a) Definitions. As used in these rules: 647
790790 (1) "Proposed bill" means a bill drafted in informal, non-statutory 648
791791 language setting forth the substance of a proposal; 649
792792 (2) "Proposed resolution" means a resolution drafted in informal, 650
793793 non-statutory language setting forth the substance of a proposal; 651
794794 (3) "Committee bill" means a bill drafted in formal statutory language 652
795795 that incorporates the principles expressed in a proposed bill or proposed 653
796796 bills; 654
797797 (4) "Committee resolution" means a resolution drafted in formal 655
798798 statutory language that incorporates the principles expressed in a 656
799799 proposed resolution or proposed resolutions; 657
800800 (5) "Raised bill" means an original bill drafted in formal statutory 658
801801 language raised by a committee without reference to a proposed bill or 659

803803 (6) "Raised resolution" means an original resolution drafted in formal 661

806806 (7) "Emergency certified bill" means a bill drafted in formal statutory 664
807807 language that is certified by the President Pro Tempore of the Senate 665
808808 and the Speaker of the House to be of an emergency nature, pursuant to 666
809809 subsection (c) of Rule 9; 667
810810 (8) "Governor's bill" means a bill drafted in formal statutory language 668
811811 that accompanies the Governor's budget or other message; and 669

821821 control of such agency to any person or entity other than another state 674
822822 agency. 675
823823 (b) Numbering. Senate bills shall be numbered from 1 to 5000, House 676
824824 bills shall be numbered from 5001 to 9999 and resolutions shall be 677
825825 numbered starting with 1 in each chamber. 678
826826 (c) Preparation and Alteration. Each proposed bill, proposed 679
827827 resolution, committee bill, raised bill, committee resolution, raised 680
828828 resolution, emergency certified bill and Governor's bill shall be 681
829829 prepared by the Legislative Commissioners' Office. No such bill or 682
830830 resolution shall be altered after such bill or resolution has been filed, 683
831831 except by the legislative commissioners, in accordance with the 684
832832 provisions of Rule 13. 685
833833 (d) Form and Format. (1) Each proposed bill, proposed resolution, 686
834834 committee bill, committee resolution, raised bill, raised resolution, 687
835835 emergency certified bill and Governor's bill shall include the number of 688
836836 such bill or resolution, the session of introduction, the introducer or 689
837837 introducers of such bill or resolution, and, if applicable, the committee 690
838838 to which it was referred. In the case of a committee bill or committee 691
839839 resolution, each such committee bill or committee resolution shall also 692
840840 include the names of any co-sponsors. 693
841841 (2) Each committee bill, raised bill, emergency certified bill or 694
842842 Governor's bill amending a statute or special act shall set forth in full the 695
843843 section or subsection of the statute or the special act to be amended. Text 696
844844 to be deleted or repealed shall be surrounded by brackets or 697
845845 overstricken so that the deleted or repealed text remains readable, and 698
846846 new text shall be indicated by capitalization, underlining or italics. In 699
847847 the case of a section or subsection not amending an existing section of 700
848848 the general statutes but intended to be part of the general statutes, the 701

855855 (e) Statement of Purpose. At the conclusion of each proposed bill, 703

858858 be printed under the caption "STATEMENT OF PURPOSE". The 706
859859 statement of purpose shall not be a part of such bill or resolution for 707
860860 consideration and enactment into law. 708
861861 (f) Sponsors. (1) Any member of the General Assembly may co-709
862862 sponsor (A) a proposed bill or proposed resolution by requesting the 710
863863 Legislative Commissioners' Office, in writing, to add such member's 711
864864 name to such proposed bill or proposed resolution in its possession, or 712
865865 (B) a proposed bill, proposed resolution, committee bill, committee 713
866866 resolution, raised bill, raised resolution, emergency certified bill or 714
867867 Governor's bill by requesting the clerk of the chamber in which such bill 715
868868 or resolution has been filed, in writing, to add such member's name as a 716
869869 co-sponsor of such bill or resolution, provided such request is made not 717
870870 later than the date of the signing of such bill, or the deadline for the 718
871871 signing of such bill, by the Governor, whichever is earlier, or the date of 719
872872 the adoption of such resolution. 720
873873 (2) A member of the General Assembly may request the clerk of the 721
874874 chamber in which a proposed bill, proposed resolution, committee bill, 722
875875 committee resolution, raised bill, raised resolution, emergency certified 723
876876 bill or Governor's bill was filed, in writing, to remove such member's 724
877877 name as an introducer or a co-sponsor of such bill or resolution, 725
878878 provided such request is made not later than the time specified in 726
879879 subsection (f)(1)(B) of this rule. The clerk shall notify the Legislative 727
880880 Commissioners' Office of such removal and the member's name shall be 728
881881 removed from the legislative database for such bill or resolution. 729
882882 (g) Availability of Bills and Resolutions. Copies of proposed bills, 730
883883 proposed resolutions, committee bills, committee resolutions, raised 731
884884 bills, raised resolutions and Governor's bills shall be prepared, in 732
885885 accordance with section 2-23 of the general statutes, for use by the 733

896896 by committees of the General Assembly, and (3) relating to matters 739

900900 8. (a) Introduction by Members. Deadline. Members of the General 743
901901 Assembly may introduce proposed bills or proposed resolutions for 744
902902 consideration by the joint standing committees and the Legislative 745
903903 Management committee. The deadline for members of the General 746
904904 Assembly to submit a request to the Legislative Commissioners' Office 747
905905 to draft a proposed bill or proposed resolution shall be January 17, 2025, 748
906906 for the 2025 session and on February 6, 2026, for the 2026 session, in each 749
907907 session at 5:00 p.m. or at an hour the presiding officer of each chamber 750
908908 designates. The chamber of origin for a proposed bill or proposed 751
909909 resolution shall be the chamber of the first introducer of such proposed 752
910910 bill or proposed resolution. For purposes of this rule, "member" includes 753
911911 a member-elect of the General Assembly. 754
912912 (b) Preparation and Filing. At the request of any member of the 755
913913 General Assembly, the Legislative Commissioners' Office shall prepare 756
914914 a proposed bill or proposed resolution and return the proposed bill or 757
915915 proposed resolution to the member who submitted the request, or file 758
916916 the proposed bill or proposed resolution with the clerk of the 759
917917 appropriate chamber not later than ten days after the receipt of the 760
918918 request, unless the President Pro Tempore of the Senate and the Speaker 761
919919 of the House consent, in writing, to a request by a legislative 762
920920 commissioner for an extension of time. 763
921921 (c) Suggested Committee Referral. The Legislative Commissioners' 764

931931 President Pro Tempore of the Senate or the Speaker of the House. 769
932932 (d) Receipt by Clerk; Initial Reference to Committee. The clerk of the 770
933933 Senate or House shall receive each proposed bill and proposed 771
934934 resolution and shall cause copies to be made available in accordance 772
935935 with subsection (g) of Rule 7. No proposed bill or proposed resolution 773
936936 shall be invalid for lack of a signature of the member introducing such 774
937937 proposed bill or proposed resolution. After receipt of a proposed bill or 775
938938 proposed resolution, the proposed bill or proposed resolution shall 776
939939 receive its first reading as set forth in Rule 16. The President Pro 777
940940 Tempore of the Senate or the Speaker of the House shall refer the 778
941941 proposed bill or proposed resolution to the appropriate joint standing 779

10931093 of the Senate and the Speaker of the House to be of an emergency nature. 885
10941094 Each emergency certified bill shall be identified simply as a bill, filed 886
10951095 with the clerk of the appropriate chamber, and assigned a number by 887

10971097 (d) Governor's Bills. 889
10981098 (1) Introduction. Any fully drafted bill accompanying the Governor's 890
10991099 budget or other message may be introduced by the legislative leaders of 891
11001100 the Governor's party in the Senate and the House, provided one copy of 892
11011101 each bill is supplied by the Governor to the legislative leaders of both 893
11021102 parties. Each bill accompanying the Governor's budget or other message 894
11031103 shall be identified as a Governor's bill, filed with the clerk of the 895

11231123 (1) The committee on Government Oversight may raise a conveyance 910

11251125 (2) A chamber may not pass a conveyance bill unless the sale, transfer 912
11261126 or other disposition of real property, or interest in real property, under 913
11271127 the custody or control of a state agency, that is the subject of such 914
11281128 conveyance bill has received a public hearing in accordance with the 915
11291129 provisions of Rule 6. 916
11301130 (3) No conveyance bill that requires the sale, transfer or disposition 917
11311131 of real property or an interest in real property that is under the custody 918
11321132 or control of the Department of Agriculture or the Department of 919

11901190 (b) Examination and Correction. The legislative commissioners shall 967
11911191 examine the bill or resolution and make any correction therein as may 968
11921192 be necessary for the purpose of avoiding repetition and unconstitutional 969
11931193 provisions, and of ensuring accuracy in the text and references, 970
11941194 clearness and conciseness in the phraseology and consistency with 971
11951195 existing statutes. Whenever the legislative commissioners make any 972
11961196 changes in a bill or resolution, other than corrections of spelling, 973
11971197 grammar, punctuation or typographical errors the correction of which 974
11981198 in no way alters the meaning, they shall prepare a statement which 975
11991199 describes each change, where it was made and explicitly why they made 976
12001200 the change. This statement shall be entered into the legislative database 977
12011201 and printed with the file copy of the bill or resolution and shall bear the 978
12021202 same file number as the bill or resolution. 979
12031203 (c) Deadline. Unless the President Pro Tempore and the Speaker 980
12041204 consent, in writing, to a request by a legislative commissioner for an 981
12051205 extension of time, the Legislative Commissioners' Office shall complete 982
12061206 its examination of the bill or resolution within ten calendar days, 983
12071207 excluding holidays, after its receipt, except the Legislative 984
12081208 Commissioners' Office shall complete its examination of a conveyance 985
12091209 bill within five calendar days, excluding holidays, after its receipt. If the 986
12101210 bill or resolution is approved by a commissioner, the commissioner shall 987

12311231 committee, it may nevertheless be reported favorably by the committee 1003
12321232 and be returned to the Legislative Commissioners' Office for completion 1004
12331233 of the procedures prescribed above, notwithstanding the provisions of 1005
12341234 Rule 15. If a bill or resolution is returned after the committee's reporting 1006
12351235 out date designated in the schedule shown in Rule 15, the committee 1007

13521352 note shall be available at the time the amendment is offered. Any fiscal 1080
13531353 note prepared for such an amendment shall be construed in accordance 1081
13541354 with the provisions of this rule and shall bear the disclaimer required 1082
13551355 under this rule. Each fiscal note prepared under this subdivision shall 1083
13561356 include a brief statement of the sources of information, in addition to the 1084
13571357 general knowledge of the fiscal analyst, consulted or relied on to 1085

13591359 (2) All bills or resolutions unfavorably reported by a committee shall 1087

13961396 (f) Referral of Bill or Resolution by Chamber to Committee After 1119
13971397 Deadline. (1) Whenever a bill or resolution favorably or unfavorably 1120
13981398 reported by one committee is referred by the House or the Senate to 1121
13991399 another committee after its deadline under subsection (a) of this rule has 1122
14001400 passed, the committee receiving such referred bill or resolution shall 1123
14011401 meet to consider such bill or resolution on any day of the week and at 1124
14021402 any time (A) before the start of the session of the third regular session 1125
14031403 day of the referring chamber after the date that the motion to refer is 1126
14041404 adopted, or (B) not later than seven calendar days after such date of 1127

14141414 Under no circumstances shall such committee refer such bill or 1132

14201420 (2) If the committee reports the bill or resolution favorably or 1138
14211421 unfavorably, and the bill or resolution has not been amended in either 1139
14221422 chamber, the committee may report a substitute bill or resolution, in 1140
14231423 which case, there shall be a reprinting of the file. The entry on the 1141
14241424 calendar in both chambers shall indicate the actions of the committee. 1142
14251425 (3) If the committee reports the bill or resolution favorably or 1143
14261426 unfavorably, and the bill or resolution has been amended in either 1144
14271427 chamber, the committee shall include in its report its recommendation 1145

14641464 (b) Resolutions on Appointments and Nominations. A favorable 1177
14651465 report by a joint standing committee of a resolution concerning a 1178
14661466 General Assembly appointment or a nomination requiring joint 1179

14681468 executive and legislative nominations are referred shall be tabled for the 1181

14721472 (c) File Copies Available to Members. All bills and all resolutions 1185

14891489 session day next succeeding, except that: (1) A bill or resolution certified 1197

14911491 House, may be transmitted to and acted upon first by the Senate with 1199
14921492 the consent of the Speaker; and if filed in the Senate, may be transmitted 1200
14931493 to and acted upon first by the House with the consent of the President 1201
14941494 Pro Tempore, (2) any bill or resolution certified in accordance with 1202
14951495 section 2-26 of the general statutes may be acted upon immediately and 1203
14961496 may be transmitted immediately to the second chamber and may be 1204

14981498 one chamber rejects an amendment adopted by the other chamber, the 1206

15221522 (f) Other Provisions. When the House or Senate members only of a 1225
15231523 committee vote to report a bill or resolution favorably, the House or 1226
15241524 Senate chairperson of the committee, as the case may be, shall sign the 1227
15251525 bill or resolution. When the House members and Senate members of a 1228
15261526 committee vote to report separate versions of a bill or resolution and 1229
15271527 each chamber adopts its own version, both bills or resolutions may be 1230
15281528 referred by a joint resolution to a committee of conference, appointed as 1231
15291529 provided in Rule 22, with instructions to report a bill or resolution, as 1232
15301530 the case may be. If no bill or resolution is reported within three session 1233
15311531 days following the committee's appointment, the committee shall 1234
15321532 submit an interim report to both chambers and shall continue to report 1235
15331533 every second session day thereafter until a final decision is reached. If a 1236
15341534 bill or resolution is agreed upon by the committee it shall be submitted 1237
15351535 to the Legislative Commissioners' Office as a favorable report for 1238
15361536 processing as provided in Rule 13. A legislative commissioner shall 1239
15371537 transmit the bill or resolution with his or her approval to the clerk of the 1240
15381538 chamber which initiated the joint resolution for a committee of 1241
15391539 conference and the bill or resolution shall thereupon be tabled for the 1242
15401540 calendar and printing. The report of the committee may be accepted or 1243

15571557 (A) shall hold a hearing on any report issued by the Auditors of Public 1255
15581558 Accounts, pursuant to any provision of the general statutes, except the 1256
15591559 chairpersons may elect not to hold a hearing on any report that (i) 1257
15601560 contains no state agency violations of state statute or regulation, (ii) 1258
15611561 contains only minor or technical recommendations, or (iii) the 1259
15621562 chairpersons determine does not otherwise necessitate a public hearing, 1260
15631563 and (B) may invite the members of the joint standing committee of the 1261
15641564 General Assembly having cognizance of any state agency that is the 1262
15651565 subject of such report, and (2) shall, if so requested by the President Pro 1263
15661566 Tempore and the Speaker of the House, (A) hold a hearing on (i) any 1264
15671567 report issued by the Auditors of Public Accounts, pursuant to any 1265
15681568 provision of the general statutes, (ii) any other audit or investigation 1266
15691569 report concerning any quasi-public agency or agency or department of 1267
15701570 the state that has been conducted by or at the request of the Governor 1268
15711571 or an agency or department of the state, or (iii) any statutory program 1269
15721572 to examine its performance or effectiveness, and (B) invite the members 1270
15731573 of any joint standing committee designated by the President and 1271
15741574 Speaker. Any such hearing shall be held not later than ninety days after 1272
15751575 such report is submitted to the General Assembly by the auditors or 1273
15761576 such hearing is requested by the President and the Speaker. 1274

15781578 19. Upon presentation to the clerk of either chamber of a petition 1276
15791579 signed in the original by not less than a majority of the members of either 1277

15821582 the committee of the filing of the petition. The petition may not be 1280

16551655 22. (a) Appointment of Committee. When one chamber rejects an 1343

16581658 readopts the rejected amendment, the readoption constitutes a matter 1346
16591659 for a committee of conference, and a committee of conference shall be 1347

16781678 indicating the adoption or rejection of each House or Senate amendment 1361
16791679 previously adopted, identified by schedule letter, which accompanied 1362
16801680 the bill or resolution, the adoption of a new amendment, if any, and the 1363
16811681 signature of the members of the committee accepting or rejecting the 1364
16821682 report. A member's refusal to sign shall be deemed a rejection. Any new 1365
16831683 amendment shall be prepared by the Legislative Commissioners' Office 1366
16841684 and shall be attached to and made a part of the report and shall be 1367
16851685 identified by a schedule letter of the chamber which created the 1368

16871687 (c) Action by Chambers. Each chamber shall vote to accept or reject 1370
16881688 the report. A vote by either chamber to accept the report of the 1371
16891689 committee shall be final action by that chamber on the bill or resolution. 1372
16901690 If both chambers vote to accept the report of the committee, the bill is 1373
16911691 passed or the resolution is adopted as of the time the last chamber votes 1374
16921692 to accept the report. If either chamber rejects the report of the committee, 1375
16931693 the bill or resolution is defeated and the second chamber shall not be 1376

17191719 24. (a) Examination and Correction. All bills, and all resolutions 1397
17201720 proposing amendments to the constitution, when finally passed or 1398
17211721 adopted, shall be examined immediately by the legislative 1399
17221722 commissioners. If the legislative commissioners find that any correction 1400
17231723 should be made in the text, they shall report it to the committee on 1401
17241724 legislative management. If the committee believes that no correction 1402
17251725 should be made, it shall so inform the legislative commissioners. If the 1403
17261726 committee believes a correction should be made, it shall so inform the 1404
17271727 legislative commissioners who shall report the bill or resolution to the 1405
17281728 chamber which last took action upon it, with the proposed correction in 1406
17291729 the form of an amendment, within five calendar days, Sundays and 1407

18311831 COLLECTIVE BARGAINING AGREEMENTS 1494
18321832 31. When a collective bargaining agreement, negotiated under the 1495
18331833 provisions of chapter 68 of the general statutes, or a supplemental 1496
18341834 understanding reached between the parties to such agreement, or an 1497
18351835 arbitration award resulting from an arbitration proceeding under that 1498
18361836 chapter, is submitted to the General Assembly for approval as provided 1499
18371837 in section 5-278 of the general statutes, the following procedures shall 1500
18381838 apply: 1501
18391839 (1) In the case of a collective bargaining agreement or supplemental 1502

18501850 executed original, five photocopies and an electronic copy to the clerk 1508
18511851 of the Senate. In the case of an arbitration award, the bargaining 1509
18521852 representative of the employer shall file five photocopies of the original 1510
18531853 arbitration award, showing that the original award was signed by the 1511
18541854 arbitrator, and a statement setting forth the amount of funds necessary 1512
18551855 to implement the award, and an electronic copy of such award to the 1513
18561856 clerk of the House and to the clerk of the Senate. The bargaining 1514
18571857 representative of the employer shall file with such agreement, 1515
18581858 supplemental understanding or award: (A) A list of the sections of the 1516
18591859 general statutes or state agency regulations, if any, proposed to be 1517
18601860 superseded, and (B) the effective date and expiration date of the 1518
18611861 agreement, supplemental understanding or award. An agreement shall 1519
18621862 be deemed executed only when it has been approved, in the case of an 1520
18631863 executive branch employer, including the division of criminal justice, by 1521
18641864 the Governor's designee, in the case of a judicial branch employer, by 1522
18651865 the chief administrative officer or such officer's designee, and in the case 1523
18661866 of a segment of the system of higher education, the chairperson of the 1524
18671867 appropriate board of trustees, and by the executive committee or 1525
18681868 officers of the respective bargaining unit or units and has been ratified 1526
18691869 by the membership of such bargaining unit or units. 1527
18701870 (2) (A) During periods when the General Assembly is in session, the 1528
18711871 agreement or supplemental understanding or the award shall be filed 1529
18721872 with the clerks, and the clerks shall stamp such agreement or 1530
18731873 supplemental understanding or award with the date of receipt and, 1531
18741874 within two calendar days thereafter, Saturdays, Sundays and holidays 1532
18751875 excepted, the Speaker of the House and the President Pro Tempore of 1533
18761876 the Senate shall cause separate House and Senate resolutions to be 1534
18771877 prepared proposing approval of the agreement or supplemental 1535
18781878 understanding or, in the case of an award, separate House and Senate 1536

18841884 resolutions concerning the sufficiency of funds for implementation of 1537
18851885 the award. The agreement or supplemental understanding or the award 1538

18881888 reading in the appropriate chamber. Resolutions proposing approval of 1541
18891889 a collective bargaining agreement or a supplemental understanding, 1542
18901890 together with a copy of the agreement or supplemental understanding, 1543
18911891 and resolutions concerning the sufficiency of funds for implementation 1544
18921892 of an arbitration award, together with a copy of the award, shall be 1545
18931893 referred to the committee on Appropriations. Any such resolution shall 1546
18941894 be considered in the possession of the committee on Appropriations 1547
18951895 upon referral of such resolution. With respect to each resolution referred 1548
18961896 to the committee on or before the deadline of the committee to report 1549
18971897 favorably on a bill or resolution as designated in the schedule shown in 1550
18981898 Rule 15, the committee shall hold a public hearing on each such 1551
18991899 resolution, and within fifteen days after the referral, shall report the 1552
19001900 appropriate resolutions approving or disapproving the agreement or 1553
19011901 supplemental understanding or concerning the sufficiency of funds for 1554
19021902 implementation of the award to the House and the Senate, 1555
19031903 notwithstanding the provisions of Rule 15. If the Appropriations 1556
19041904 committee fails to take action within the time period set forth in this rule, 1557
19051905 the agreement or supplemental understanding shall nevertheless be 1558
19061906 deemed approved or, in the case of an award, the sufficiency of funds 1559
19071907 affirmed and the resolutions shall be reported to the House and the 1560
19081908 Senate as favorable reports. 1561
19091909 (B) If an agreement or supplemental understanding is reached or an 1562
19101910 arbitration award is made during the interim between sessions, the 1563
19111911 provisions of subsection (b) of section 5-278 of the general statutes, as 1564
19121912 amended, shall apply. 1565
19131913 (3) Each resolution, favorably or unfavorably reported, shall be read 1566

19301930 (5) (A) The respective resolutions shall be in the files and on the 1578
19311931 calendar with a file number for two session days and shall be starred for 1579
19321932 action on the session day next succeeding unless it has been certified in 1580
19331933 accordance with section 2-26 of the general statutes. The House and the 1581
19341934 Senate shall vote to approve or reject each resolution proposing 1582
19351935 approval of a collective bargaining agreement or a supplemental 1583
19361936 understanding and each resolution concerning the sufficiency of funds 1584
19371937 for implementation of an arbitration award within thirty days after the 1585
19381938 date of the filing of the agreement, supplemental understanding or 1586
19391939 award with the clerks of the House and Senate. 1587
19401940 (B) The House and the Senate shall each permit not more than six 1588
19411941 hours of total time for debate of each such resolution. Those speaking in 1589
19421942 favor of such resolution shall be allocated not more than three hours of 1590
19431943 total time for debate, and those speaking in opposition to such 1591
19441944 resolution shall be allocated not more than three hours of total time for 1592
19451945 debate. A vote shall be taken on the resolution upon the conclusion of 1593
19461946 the debate. 1594
19471947 (C) Notwithstanding the provisions of subparagraph (B) of this 1595
19481948 subdivision, if the debate on such resolution occurs during the last three 1596
19491949 days of the thirty-day period, the House and the Senate shall each 1597
19501950 permit not more than four hours of total time for debate of such 1598
19511951 resolution. Those speaking in favor of such resolution shall be allocated 1599
19521952 not more than two hours of total time for debate and those speaking in 1600

19681968 a regular session, the committee may act on such resolutions provided 1611
19691969 it reports such resolutions to the House and Senate not later than twelve 1612

19711971 (7) If the General Assembly is in regular session when an award, 1614
19721972 agreement or supplemental understanding is filed with the clerks, it 1615
19731973 shall vote to approve or reject such award, agreement or supplemental 1616
19741974 understanding within thirty days after the date of filing. If the General 1617
19751975 Assembly does not vote to approve or reject such award, agreement or 1618
19761976 supplemental understanding within such thirty days, the award, 1619
19771977 agreement or supplemental understanding shall be deemed rejected. If 1620
19781978 the regular session adjourns prior to such thirtieth day and the award, 1621
19791979 agreement or supplemental understanding has not been acted upon, the 1622
19801980 award, agreement or supplemental understanding shall be deemed to 1623
19811981 be filed on the first day of the next regular session. 1624
19821982 (8) (A) If an agreement is rejected, the matter shall be returned to the 1625
19831983 parties in accordance with section 5-278(b)(2)(A) of the general statutes. 1626
19841984 The parties may submit any award issued pursuant to arbitration 1627
19851985 initiated under said section 5-278(b)(2)(A) to the General Assembly for 1628
19861986 approval in the same manner as the rejected agreement. If the arbitration 1629
19871987 award is rejected by the General Assembly, the matter shall be returned 1630
19881988 again to the parties in accordance with said section 5-278(b)(2)(A). Any 1631
19891989 award issued pursuant to further arbitration initiated under said section 1632
