23- BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
24-act may be cited as the “Law Enforcement Career Opportunities for District Residents Expansion
25-Temporary Amendment Act of 2023”.

27- Sec. 2. Section 2 of the Police Officer and Firefighter Cadet Programs Funding
28-Authorization and Human Rights Act of 1977 Amendment Act of 1982, effective March 9, 1983
29-(D.C. Law 4-172; D.C. Official Code § 5- 109.01), is amended as follows:
30- (a) Subsection (a) is amended to read as follows:
31- “(a)(1) The Chief of the Metropolitan Police Department (“MPD”) shall establish a police
32-officer cadet program for the purpose of instructing, training, and exposing cadets to:
33- “(A) MPD’s operations; and
34- “(B) The duties and responsibilities of serving as an MPD police officer.
35- “(2) The police officer cadet program established in paragraph (1) of this
36-subsection shall be composed of the following persons residing in the District, who shall have
37-substantial ties to the District, such as currently or formerly residing, attending school, or
38-working in the District for a significant period of time:
39- “(A) Senior-year high school students; and
40- “(B) High school graduates under 25 years of age.”.
41- (b) Subsection (b) is amended by striking the phrase “the Metropolitan Police
42-Department” and inserting the acronym “MPD” in its place.

44- Sec. 3. Applicability.
45- Emergency act shall apply as of January 19, 2023.

53- The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact
54-statement required by section 4a of the General Legislative Procedures Act of 1975, approved
55-October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1- 301.47a).

57- Sec. 5. Effective date.
58- (a) This act shall take effect following approval by the Mayor (or in the event of veto by
59-the Mayor, action by the Council to override the veto), a 30- day period of congressional review
60-as provided in section 602(c)(1)of the District of Columbia Home Rule Act, approved December
61-24, 1973 (87 Stat. 813; D.C. Official Code § 1- 206.02(c)(1)), and publication in the District of
62-Columbia Register.
63- (b) This act shall expire after 225 days of its having taken effect.
