IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 24

To amend the District of Columbia Revenue Act of 1937 to authorize the Mayor to design and 26 
issue motor vehicle identification tags with a design, identifying words, or emblem that 27 
demonstrates support for the Washington Wizards basketball team and to make conforming 28 
amendments. 29 
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 30 
act may be cited as the “Washington Wizards Motor Vehicle Identification Tags Amendment Act 31 
of 2023”. 32 
Sec. 2. Title IV of the District of Columbia Revenue Act of 1937, approved August 17,  33 
1937 (50 Stat. 680; D.C. Official Code § 50-1501.01 et seq.), is amended as follows: 34 
(a) A new section 2m is added to read as follows: 35 
“Sec. 2m. Issuance of Washington Wizards motor vehicle identification tags. 36

“(a) The Mayor may design and make available for issue one or more Washington 37 
Wizards motor vehicle identification tags to demonstrate support for the Washington Wizards 38 
basketball team. 39 
“(b)(l) A resident ordering a Washington Wizards tag shall pay a one-time application fee 40 
and a display fee each year thereafter. The application fee shall be $25, and the display fee shall 41 
be $20, or such other amounts as the Mayor may establish by rule. 42 
“(2) The application and annual display fees shall be deposited into the General 43 
Fund of the District of Columbia.”. 44 
(b) Section 3 (D.C. Official Code§ 50-1501.03) is amended as follows: 45 
(1) Subsection (a)(1) is amended by adding a new subparagraph (Q) to read as  46 
follows: 47 
“(Q) Any person ordering a Washington Wizards identification tag shall 48 
pay the fees set forth in section 2m(b)(1) of this act.”. 49 
(2) Subsection (d) is amended as follows: 50 
 (A) Paragraph (13) is amended by striking the phrase “; and” and inserting 51 
a semicolon in its place. 52 
(B) Paragraph (14) is amended by striking the period and inserting the 53 
phrase “; and” in its place. 54 
(C) A new paragraph (15) is added to read as follows: 55 
“(15) The fees collected for the Washington Wizard identification tags under 56 
section 2m of this act shall be deposited into the General Fund of the District of Columbia.”. 57 
Sec. 3. Fiscal impact statement. 58 
The Council adopts the fiscal impact statement in the committee report as the fiscal 59

impact statement required by section 4a of the General Legislative Procedures Act of 1975, 60 
approved October 16, 2006 (120 Stat. 2038; D.C. Official Code§ l-301.47a). 61 
Sec. 4. Effective date. 62 
This act shall take effect following approval by the Mayor (or in the event of veto by the 63 
Mayor, action by the Council to override the veto), a 30-day period of Congressional review as 64 
provided in section 602(c)(I) of the District of Columbia Home Rule Act, approved December 65 
24, 1973 (87 Stat. 813; D.C. Official Code§ l-206.02(c)(l)), and publication in the District of 66 
Columbia Register. 67
